Page 2 TRIBAL COUNCIL MINUTES OCTOBER 19, 1988 A special Tribal Council meeting was called to order at 11:50 a.m. by Chairman Mark Mercier Council members present: Mark Mercier, Candy Robertson, Kathryn Harrison, Russ Leno, Ray McKnight, Val Grout and Merle Holmes Council members absent: Henry Petite (excused) and Marvin Kimsey (excused) Others present: Jim Willis, Greg Archuleta, Jackie ColtonandJim Floyd. Purpose of the special meeting was to approve the adoption of a resolution designating a delegate and an alternate to represent the Tribe and pay membership dues at the 1988 Annual Convention for the National Congress of American Indians in Sioux Falls, South Dakota. Motion was made to adopt a resolution to designate Kathryn Harrison as delegate and Candy Robertson as alternate to the 1988 Annual convention of NCAI; and to pay the annual membership dues. Motion carried unanimously. Meeting was adjourned at 11:51 a.m. OCTOBER 26, 1988 Meeting was called to order at 6:40 pm by Chairman Mark Mercier. Council members present: Mark Mercier, Val Grout, Russ Leno, Ray McKnight, Marvin Kimsey, Henry Petite and Merle Holmes. Council members absent: Kathryn Harrison (excused) and Candy Robertson (excused) Others present: Jim Willis, Greg Archuleta, Merle Leno and Margaret Provost. Previous Minutes Approval: Minutes were approved for September 28, October 12 and for Special Council meeting on October 19, 1988. SUPPORT RESOLUTIONCHRIS LENO: Mark explained to Council that Chris Leno, an enrolled Tribal member, wishes to seek an appointment to the U.S. Naval Academy and it would be to his advantage to have a resolution of support from the Tribe. Chris is cur rently attending Oregon State University. A resolution in support of Chris's appointment to the Academy passed unanimously. BOOKKEEPER POSITION APPROVED: The screening committee has recommended the hiring of Rennee Williams to fill the part-time bookkeeper position with the Tribe. Council approved the recom mendation. MEETING WITH JOHN HAMPTON: Mark Mercier, Jim Willis, Cliff Adams, Candy Robertson and Ken Smith met with John Hampton, David Hampton, Bill Smith (Timber Sales Manager) and Dennis Creole (Tree Farm Manager) on October 17th. Items covered at the meeting included: overall management of the reservation lands, fire control methods, and timber sales. The meeting went well, according to Mark. Council agreed to have Cliff Adams attend the Novem ber General Council meeting to answer questions concerning woodcutting practices and how the Tribe will implement this and other minor forest product activities on the reservation. A motion was made to adopt a resolution stating the Tribe's intent to 638 contract the forestry program. Motion carried with 6 yes, 0 no and 0 abstentions. LIBRARY GRANT APPLICATION: Dean Azule sent a memo to Council requesting support for a Library Grant application in the amount of $3,750. If awarded, the grant would be used to hire a state certified library consultant, conduct an assessment, and interpret findings of the assessment. Motion carried to adopt a resolution in support of the grant application. REHABILITATION AND AFTERCARE SPECIAL IST POSITION UPDATE: Merle requested an update on the progress in filling the Rehab.Aftercare vacancy. It was noted that the position announcement would close soon and a screening committee would be set up to review applications. HENRY PETITE - EXCUSED: Council approved as excused, Henry's absence at the meeting for October 12, 1988. COMPLIMENTS TO THE DELI: Val noted the outstanding job done by Yvette and Sharene at the October 22nd celebration and requested a card of appreciation be sent to them. COUNCILCOMMITTEE TRAVEL POLICY: Discussion was held concerning payment to Council and Committee members when traveling to and from meetings. The Council decided to set up and define policy soon.
