PAGE 2 TRIBAL COUNCIL MINUTES SEPTEMBER 28, 1988 Meeting was called to order at 6:39 p.m. by Tribal Chairman, Mark Mercier. Council members present: Mark Mercier, Candy Robertson, Russ Leno, Ray McKnight, Val Grout, Kathryn Harrison, Merle Holmes, Marvin Kimsey and Henry Petite. Council members absent: None Others present: Wilmadene Butler, Jim Butler, Craig Dorsay, Michael Mason, Shelley Hanson, Jackie Colton, Greg Archuleta, Jim Willis, Nelsen Witt, Ken Lathrop, Gary Varner. Ray moved to approve, as read, the minutes to the September 28, 1988 meeting. Russ seconded the motion. Motion carried. RESERVATION LANDSFUNDS TRANSFER: Nelsen Witt, Gary Varner and Ken Lathrop were present to discuss the transfer and transition of the reservation lands between BLM and BIA. Issues covered included: collecting timber revenues; Memo randum of Understanding between the BLM and BIA; new sales; budget funding for the forestry program; existing sales; jurisdiction on the reservation; responsi bility of the BIA to Tribe; and a synopsis of the bill Discussion followed on these topics. NAPOLS - TRIBAL PRIORITIES: Craig Dorsay and Michael Mason (NAPOLS) expressed their interest in continuing to work with the Tribe under contract since the Tribe will be receiving its own revenues and the Tribe is ineligible to continue using NAPOLS in the same way as the past. They noted that if the Tribe contracted with them, another attorney would be hired to assist in the caseload. Merle moved to enter into negotiations to secure a contract with NAPOLS, seconded by Ray. Motion carried by unanimous vote of Council. RESERVATION CELEBRATION GUEST LIST: A draft guest list for the October 21st banquet was submitted to Council for review and additions. Invita tions will be sent immediately with a RSVP for set for October 7th. Since Congressman Les AuCoin wishes to stop by on October 22nd, the Council agreed to have the celebration that day. ANA SUB-CONTRACT APPROVALWORKPLAN SCHEDULE: Jim explained to Council that two objectives in the ANA grant call for l)Designing an Information & Data System and 2) Job Placement Center. Requests for Proposals were sent out to attract interested, qualified people. Jim requested approval to hire John Copp for the Information and Data system objective and Bill Honney to work on the Job Placement Center objective. Ray moved to accept the recommen dation, Russ seconded the motion and motion carried. Jim briefly explained to Council the activities contained in the ANA grant and noted the workload to be com pleted to meet each objective. He stressed the need to begin planning weekly work sessions with the Council. CHAIRMAN'S SALARY RESOLUTION: Ray moved to adopt a resolution to salary the position of the Chairman at $20,000 per year. Russ seconded the motion. Motion carried by unanimous vote of Council. JTPA POSITION: Council agreed to have hired Cindy Martin through a Job Training position in the Contract Health Department. Val moved to adjourn the meeting at 9:22 p.m. Candy seconded the motion. Motion carried and meeting was adjourned. OCTOBER 12, 1988 Meeting was called to order at 6:35 pm by Chairman Mark Mercier and roll was taken. Members present included Mark Mercier, Candy Robertson, Russ Leno, Ray McKnight, Val Grout, Marvin Kimsey and Merle Holmes. Absent were Kathryn Harrison (excused); and Henry Petite. Others present: Jim Willis, Greg Archuleta, Riley Porter, Wilmadene Butler and Cindy Butler. Reading of the previous minutes were tabled. POLK COUNTY HOUSING AUTHORITY - A meeting with Rita Grady, Polk County Housing Author ity, has been tentatively scheduled for the first week of November. Purpose for the meeting will be to discuss the programs available through the Housing Authority, to the Tribe. BIA HOUSING MEETING - A meeting will be held at the Siletz Tribal office October 18th with Bureau Housing personnel. New people have been hired by the Bureau and this meeting will be to meet the new staff and discuss the different housing programs. CELEBRATION DAY - Mark distributed a draft agenda for the October 22nd celebration to Council members for review. The event would begin at 12:30 p.m. The Council decided to present a plaque to tribal staff to recognize their work with the Reservation Bill. Anticipated attendance on the 22nd was expected to be 250-300 people. REHABILITATION AND AFTERCARE SPECIAL IST POSITION: Only one of the applicants for the position met the minimum qualifications. The Council voted to re-advertise the position. The Council decided to hold the next screening during the evening or week end so those who work could participate. ANA TRAINING - The second ANA Training Session is scheduled for October 19, 1988 at the Shilo Inn in Lincoln City. Rebecca Crocker will make a presentation to Council. AFFILIATED GOVERNANCE COMMITTEE MEETING: Candy requested Council support for her to attend the Affiliated Tribal Governance Committee at the Ramada Inn in Portland on October 18, 1988. NCAI ANNUAL CONVENTION: Candy and Kathryn will attend the NCAI Annual Convention October 24 through October 28th, 1988. Ray moved to adjourn the meeting at 8:30 p.m. Merle seconded the motion. Motion carried by unanimous vote. NOVEMBER 8 ELECTION DAY VOTE!!! JOB ANNOUCEMENT TITLE: Family Services Coordinator RESPONSIBLE TO: Social Services Program Director POSITION DESCRIPTION: The Family Services Coordinator is a two year position designed to provide a vital link within the Tribal organization between the alcoholdrug counseling program and the Indian Child Welfare program. This is a demonstration project, which, upon completion of the two year period and results of the program, may be retained as a permanent function of the Tribe's Social Services Department. DUTIES: The duties for this position include, but are not limited to, carrying a case load of 25 families, development and follow up of case plans, providing a mix of family and individual services, completing intakes with families to determine the need for intensive family services, coordination of state, community and tribal services, making referrals as appropriate, monitor client and family progress, and provide individual and family counseling. MINIMUM QUALIFICATIONS: -Bachelor's Degree in counseling or related field or six years of continuous social work which included alcohol and drug counseling andor Indian Child Welfare case" ' work involving case planning and follow-up. -Demonstrated ability to communicate with community members, other agencies and families in a professional manner. -Minimum of 5 years of sobriety. -Prefer social work background in tribal communities. -Valid Oregon driver's license and use of personally owned vehicle. , TRIBALINDIAN PREFERENCE APPLIES SALARY RANGE: $17,500 to $20,000 annually MAIL RESUMES TO: Confederated Tribes of Grand Ronde P.O.
