JOB TITLE: Director, American Indian
Adolescent Residential Program
RESPONSIBLE TO: Community Health Program
Director
LOCATION: Keizer, Oregon

RESPONSIBILITIES: As Director, plans, directs and
evaluates a comprehensive residential substance abuse
program consisting of intensive, transitional and after
care services. Provides expert staff guidance to maxi
mize program effectiveness through use of all available
resources in providing these services. Meets and
consults with tribal groups and leaders to stimulate and
promote their fullest possible participation in the
program developmental process and for continuance of
relevant quality services.
MAJOR DUTIES: Manages all administrative func-
tions and activities including, but not limited to: person
nel, procurement, financial, records and property
management systems ensuring compliance with Federal-State-Tribal
administrative requirements.
Coordinates relevant communications with the general
public, intergovernmental and interagency.
Prepares and submits progress, monthly, quarterly,
financial, contract compliance, and evaluation reports in
accordance with procedures and requirements.
Insures that all program goals and objectives are
achieved by the due dates.
Administers and monitors all financial activities of the
program.
Maintains liaison with tribal, federal and state agencies.
Identifies and obtains funding resources for improving
services.
KNOWLEDGE, SKILLS AND ABILITIES
Candidate must possess a record of experience which
includes substantial high level managerial responsibili
' ties for the planning, direction and evaluation of com
prehensive residential programs.
Candidates must also possess:
(1) knowledge of and demonstrated ability to apply
sound management practices and principles related to
planning, organizing, staffing, directing, coordinating,
allocating resources and selecting, developing, and
utilizing subordinate staff;
(2) demonstrated ability to effectively confront and deal
with controversial issues and complex problems through
application of analytical, decision-making and interper
sonal skills;
(3) demonstrated ability in communicating both orally
and in writing.
(4) demonstrated ability to negotiate effectively in a
variety of adverse settings and conditions and demon
strated flexibility in dealing with changing priorities or
positions; and
(5) a demonstrated ability to implement Indian prefer
ence, EEO and other statutory or policy mandates.
(6) Knowledge of the Federal and State budget process
with the ability to direct budget analysis, preparation
and management.
QUALIFICATIONS:
(1) A minimum of 3 years continuous sobriety for the
immediate past 3 years.
(2) a. An Associate Degree in a relevant field and seven
years of full-time paid substance abuse experience with
at least three years in an administrative capacity.
b. A Bachelor's Degree in a relevant field and five
years of full-time experience with at least three years in
an administrative capacity.
c. A Master's Degree in a relevant field and three
years of paid full-time experience with at least two years
in a paid administrative capacity.
(3) Permission to submit to a background check.

USDA RECIPE
Peggy's Pasta & Pork
1 cup hot, cooked macaroni, drained
18 cup chopped onion
1 cube beef bouillon
1 cup milk
1 12 tbls. flour
1 cup canned pork
Put drained macaroni in saucepan. Add chopped onion.
Dissolve bouillon in 12 cup milk. In a separate bowl,
mix the flour with the other 12 cup milk until smooth.
Stir both milk mixtures into the macaroni. Cook and stir
gently until thickened. Add pork. Heat, stirring to keep
from sticking.
