TRIBAL COUNCIL ELECTION RESULTS The tribal membership elected Ray McKnight, Merle Holmes and Marvin Kimsey to Tribal Council during elections on September 10, 1988. The three new Council members will serve a three year term. Ray Mcknight was re-elected while Gene LaBonte and Merle Leno did not make re-election. Council Notes COUNCIL MINUTES SEPTEMBER 12, 1988 Meeting was called to order by Chairman Mark Mercier at 6:05 p.m. Council Members present: Mark Mercier, Merle Leno, Kathryn Harrison, Val Grout, Candy Robertson, Ray McKnight, Russ Leno, Gene LaBonte, Henry Petite. Others present: Jim Willis, Jackie Colton, Greg Archuleta, Ivanetta Cook, Mark Cook, JoAnn McClary. GENERAL COUNCIL MEETING: The General Council Meeting will be held the 18th at the grade school. At this time, there will be the swearing in of the new Council members, Ray McKnight, Merle Holmes and Marvin Kimsey. Mark thanked Merle Leno for his assistance, noting the reservation bill process was "no cake walk", and thanked Gene LaBonte for an "excel lent job", as a Council member. The Agenda for the General Council meeting was set: Swearing in of the new Council, Reservation Bill - Ken Smith, and Pow Wow thank you. ATNI DELEGATE: Candy was appointed tribal delegate to Affiliated Tribes of the Northwest and -Kathryn as alternate. HEALTH COMMITTEE: The Council accepted Annabelle Ham, Dorothy Greene and Myrna Brandon to serve on the Health Committee. Motion carried to adjourn the meeting at 7:11 p.m. SEPTEMBER 19, 1988 Meeting was called to order by Mark Mercier, Tribal Chairman Roll call was taken. Present were Mark Mercier, Kathryn Harrison, Ray McKnight, Russ Leno, Candy Robertson, Val Grout, Henry Petite, Merle Holmes, Marvin Kimsey. OTHERS PRESENT: Jim Willis, Greg Archuleta, Tammy Fry, JoAnn McClary, Clay McClary, Dean Mercier, Mark Cook, Ivanetta Cook, Jim Butler, Wilmadene Butler and Riley Porter. Motion carried to table the previous Council minutes. RESERVATION CELEBRATION: Mark Mercier noted that President Reagan had signed the reservation bill on Friday, September 9, 1988. The bill is Public Law 100-425. The Tribe would receive a copy of the act as well as the pen used to sign the bill. A discussion was held regarding a reservation celebra tion. Two celebrations were discussed. A small banquet to thank those that helped the Tribe with the reservation bill, and a larger public event. Dates suggested for the larger public celebration were November 19 and 20th. It was noted that Ken Smith, who.helped with the reservation bill, would attend the General Council meeting on September 18th. NEWSPAPER ARTICLE: It was suggested that the Tribe put an article in the paper to thank the local community for their support for the reservation bill. The Council decided to meet in Portland Wednesday to discuss this with Ken Smith and Ralph Glerum. REHABILITATION AND AFTERCARE SPECIAL IST: Of three people interested in the temporary positions, two have declined to apply. However, they have suggested two other people for the position. Cheryle is waiting to hear from them. If no word is received soon, the other will be considered. The minutes for September 8 & 12 were approved. THANK YOU ARTICLE: Council reviewed a article to thank members of the West Valley Community for their support of the reservation. Motion carried to place the article in local papers. RESERVATION: The Council discussed the possibility of a Exchange Ceremony for the reservation lands from the Bureau of Land Management to Bureau of Indian Affairs. MEETINGS: Motion carried to have Tribal Council meetings moved from Monday evenings to Wednesday evenings and to begin at 6:30 p.m. few vKmmm t "1 . Val, Candy, Russ and perhaps Mark would attend the annual conference in KalispelL Montana, in conjunction with the Northwest Portland Indian Health Board meeting October 4-9, 1988. MEETINGS: Council members were reminded of the economic development meeting scheduled for Septem ber 22nd and the Oregon Tribes meeting, hosted by the Warm Springs Confederated Tribes, on September 23 in Salem. VICE-CHAIR: Candy Robertson was elected as Vice Chair for the Tribal Council. BANQUET SET: The Council set October 21, 1988 as the date for a banquet to thank those who assisted the Tribe on the Reservation bill. Tentative location selected was the Salishan in Lincoln City. , JOHN HAMPTON MEETING: Council was informed that John Hampton would like to meet with the Tribe to discuss forestry management.
