General Manager's Report Gram-Rudman Bill Two staff attended a Gramm-Rudman Bill workshop In Phoenix, AZ In late February. We are watching the activities of Congress as It relates to this bill because it has a direct link to Federal funding available to this tribe. The bill mandates a balanced budget by the end of Fiscal Year 1991. The deficits until the balanced budget is reached. For example, in FY 1987 (Which begins on October 1, 1986) the deficit cannot exceed 144 billion dollars. Closer to home, this means a potential 35 reduction in Federal funds to Indians. It is difficult to predict exactly what if any impact will be felt, because if the national economy strengthens and there are more tax payers paying taxes, Congress increases the tax on, say for example gasoline, the deficit might not be as great as the $144 Billion. There would be no mandated cuts. It is important to note, however, that there are a lot of ifs and we are in an election year. Congress might not want to tax thereby raising the of the voters. The economy may not Improve enough to impact the budget which side steps the Gramm-Rudman mandate. The Gramm-Rudman legislation does, indeed, pose a real threat to Indian tribes without a resource base to help reduce the impact of the budget cuts. The options open to the tribes are (1) do nothing and accept the cuts as determined by Congress and the President, (2) inform your congressman to let them know what you think and urge them to protect Indian funding. This is an election year. It is a year in which Indian people have a great deal at stake. We are urging that all eligible voters register. Get involved by being prepared to cast a ballot.
