INTERIM COUNCIL ACTIVITIES The Interim Council is pleased to announce to the General Membership the comple tion of the Constitution & By-Laws thereby meeting the requirement in our Restoration Bill; they have been sent now to Washington, D.C. for approval by the Sec. of Interior. Many hours were spent in meeting this responsibility such as: researching the Constitution & By-Lavs of other Tribes, meetings with officials of the Bureau of Indian Affairs, the Attorneys of Native. American Program, Oregon Legal Services: Judith Suchosk and Gary Forrester, who cane down and met periodically with the General Membership to secure in-put and to keep them up-to-date on this very important tribal event. Further research was carried out tnrough the three (3) Interim Council members who travelled to other Reservations; they were: Russ Leno, Frank Harrison and Mark Mercier. The fourth draft was reviewed in mid-May by Mr. John Weddcll, Tribal Operations, Atty. Judith Suchoski of NAPOLS, Kathryn Harrison, Chairperson, and a representative from the Inter ior Office, Wash. D.C. with very few changes made at that time. The fifth and final draft was then, re-typed to be submitted for review to both the Interim Council and to the General Meeting, again, by the NAPOLS Attorneys, before sending it to Wn, D.C. be fore the due date, May 22, 1984. Once approved it will be sent back to be approved by the General Membership; upon that approval, we will be governed by said Constitution & By-Laws and can then proceed with tribal government and business. May 29-30, 1984 Expectations of Reservation Plan Workshop, Lincoln City, OR. Council in attendance: Merle Leno, Candy Robertson, Frank Harrison, Russ Leno, Henry Petit, Mark Mercier and Kathryn Harrison; staff attending were: Jim St. Martin: Exec. Dir. & Workshop Coord.; and, Alan Wilkenson, Acct, June 6, 1984 Meeting with Assist. Sec. ofanterior, Ken Smith: Siletz, OR. KY.ryn Harrison, Chairperson, and Candy Robertson, Sec.Treas. met with Mr. Smith after attending the luncheon given in his honor by the Siletz Tribal Council & staff. The topic of the meeting was to confirm the monies to be used for the Reservation Plan; others in attendance at this meeting were: Stan Speaks, Area Director, Portland B.I.A. Office, and Nelsen Witt, Supt., Agency Office. This meeting was made possible through the cooperation and kind consideration of the Silett Tribal Chairperson, Delores Pigsley who allowed us to corne over and share their time with the Assist. Sec, of Interior. June 16, 1984 -Meeting with Siletz Tribal Council, Siletz, OR. Merle Leno, Interi Council-man attended this looting regarding the Crand Konde's participation in tleir U.S.D.A. Program. June 19, 1984-June 22, 1984 Management Workshop, Warm Springs, OR.: Rudy Clemens, Coord. Interim Council members attending: Kathryn Harrison, Candy Robertson, Russ Leno Merle Leno, Frank Harrison, Mark Mercier, & Henry Petite, and possibly, Darrell Mercier. (Housing & Urban Development) Workshop, Seattle, Wnrf. Counci and staff attending: Merle Leno, Henry Petite, Jim St. Martin & Don Hudson. -COMMUNITY ORGANIZER COMMENTS Besides continuing to work with NAPOLS, B.I.A, and Federal, State and local govern ments, since restoration of the Grand Ronde's, other work projects to watch for soon are: fund-raisers, and meetings with other local Agencies; As members of a federally-recognized Tribe now, the following will be of interest to those members who have been seeking assistance for their education;
