    RESTORATION . . .
Since the reorganization of our tribe in 1975, The Confederated Tribes of
Grand Ronde have come a long way toward reaching the goal of restoration
of our tribe by the federal government, set forth by the Tribal Council
and tribal members at that time.
The involvement of NAPOLS (Native American Program, Oregon Legal Services)
In 1980, has been the most measurable in our efforts of restoration. NAPOLS
has provided legal counsel to prepare a draft bill for the tribe, assisted in
tribal government development, provided training in proposal preparation and
scheduled meetings with governmental agencies and members of Congress In
Washington D.C. in January, 1982. NAPOLS has been very instrumental in our
progress to date, and. wll 1 be providing the legal voice as our bill proceeds

Survey forms are updated to seek additional information of members of the
tribe. This information is being compiled into a profile of the the tribe.
The completed profile will reveal the cultural history of the tribe, contemp
orary situations, demographic characteristics and social economic indicators.
The profile will help to inform legislators of who the CTGR are, where members
are located and will also identify the needs of our tribal. . members . The
profile will completed and submitted before the November elections to
strenghthen and stress the need to our Congressman to Introduce and support
our restoration bill as it travels through the maze of Congress.
Included with the tas.ks of restoration are the many meetings to attend with
various organizations in order to establish support for our undertaking,
and also the tasks of developing and expanding our projects that will lead to
a sufficient base for the tribe; monitoring current programs to determine the
strength and weaknesses.
Researching new funding sources and reporting requirements of current funding
agencies, and reappl ication to appropriate granting agencies. These procedures
will be ongoing after Restoration Is accomplished, and long range plans of the
Tribe will be implemented to meet the needs of the Tribal members in the area of
Health, Education, employment, and Housing needs.
As all of this progresses, greater responsibilities fall upon the Tribal Council,
and Tribal staff. We must Improve our management capabilities, and the decision
making albilities of our Tribal Government. This will be Implemented through
training sessions for the Tribal Council and office staff.
We would like to express our sincere sympathy to Carolyn Graham and Family in
their recent loss of a loved one, Jack Graham who passed away a few weeks ago.
We were saddened at the news of Jack Provost's death October 31. Our sincere
sympathy is extended to Margaret and family.
A special note of thanks to Harold Blair for. the nice donation of $5.00 to help
