Motion by Carlos adopting Resolution No. 13,138, that it hereby adopts and approves the attached proposed “2024 Com- mercial Crayfish Harvest Regu- lations”; Second by Jim. Ques- tion. Jim/yes, Rosa/yes, Carlos/ yes, Jay/yes, Jonathan/yes, 5/0/ 0, Chairman not voting. Motion carried. · Subsistence fishing within the tribes’ Ceded Lands discussion with Mark: Motion by Carlos adopting Resolution No. 13,139, that the regulations for tribal subsistence fisheries are hereby adopted for 2024 unless modified by the Off- Reser vation Fish and Wildlife Committee or by the Tribal Coun- cil where its approval is required as set for in the recital above: I. Ceded lands: A: Deschutes River salmon. B: Hood River salmon. C: John Day salmon. D: Eagle Creek (above Bonneville dam) salmon. E: Regulations appli- cable to all ceded area fishing, listed in 1 through 9. II. Other usual and accus- tomed fishing stations, all salmon species and steelhead. A: All other Columbia River tributaries usual and accustomed fishing stations are closed for salmon and steelhead subsistence fishing in calendar year 2024, unless or until regulations setting a 2024 open season are sub- sequently adopted. This does not include Columbia River mainstem fisheries, which are managed by separate regulations. Second by Jim, with amendments. Motion by Jonathan adopting Resolution No. 12,112A, that the following question be submitted to a referendum of the eligible voters of the Confederated Tribes of the Warm Springs Reservation of Or- egon to be held on June 5, 2024: Shall the Confederated Tribes of the Warm Springs authorize the Tribal Council to: Allow, license, regulate and operate a tribally- owned retail sales facility to be lo- cated on-reservation and/or on trust land for sales of marijuana and related products for the legal pos- session and use of small quantities of marijuana by adults 21 years of age or older on-reservation. Shall the resolution be approved? Yes or No. By the Tribal Council that the notice of election shall be posted at the voting place at least ten days prior to such election. Second by Carlos.
