Pilot was ‘incapacitated’ in 2021 crash
Avoiding smokey conditions during fire season
A 72-year-old Portland
businessman killed in the
January 2021 crash of his
business jet on the Warm
Springs Reservation had ap-
parently become incapaci-
tated, federal investigators
said, though they could not
determine from the available
evidence why that happened.
The National Transportation
Safety Board issued its final
report last week on the fi-
ery, spiraling January 9, 2021
crash of a twin-engine
Cessna Citation C560 in the
Mutton Mountains that
killed Richard Boehlke.
Despite a flight plan indi-
cating two people would be
aboard, Boehlke was alone
on the planned flight from
Troutdale to Boise. Federal
investigators said shortly af-
ter the crash that he was not
certified to pilot that type of
plane.
The NTSB said Boehlke
apparently was having diffi-
culty following air traffic
controllers’ directions early
in the flight as he piloted the
complex, high-performance
jet.
Investigators said he had
extensive experience flying
With wildfire season upon
us, we know that along with
the fire threat, communities
nearby are also coping with
the threat of smoke.
The Energy Trust of Or-
egon offers advice on how
to keep smoke out of your
home and the air in your
home can be safer.
First, it is a good idea to
use your HVAC system in ‘fan
only’ mode during wildfire
season. This ensures your
system is operating continu-
ously to run your indoor air
through the filter.
Remember to go back to
‘auto’ mode before cold
weather returns and heat-
ing season starts, so that the
system kicks on only when
needed. That way, you will
avoid increasing your en-
ergy use and raising your
costs.
Replace your air filter
frequently: During smoke
events, your filter may need
to be replaced every six
weeks to maintain healthy in-
door air quality, and to avoid
extra energy use.

he had flown it solo,” after
incomplete training about
two months earlier, during
which he “struggled signifi-
cantly” with the plane’s new
avionics suite.
Their review of Boehlke’s
medical history found sev-
eral conditions and medica-
tions he had not reported to
the Federal Aviation Admin-
istration, but his injuries from
the crash prevented gaining
any useful information about
natural disease during au-
topsy, and no toxicology tests
were performed.
“None of the pilot’s
known medical conditions or
medications would have di-
rectly caused incapacitation,
but the pilot may have had
undiagnosed disease or had
some acute event that would
have incapacitated him,” the
report said. “His age, gender,
high blood pressure and hy-
pertension placed him at risk
for a heart attack or stroke.”
“While the available evi-
dence is consistent with a loss
of airplane control following
pilot incapacitation, the rea-
son for his incapacitation
could not be determined,” in-
vestigators concluded.
The NTSB also noted
that neither they nor the
FAA responded to the crash
scene due to the Covid-19
pandemic, but the wreckage
was examined later and
“there was no evidence of
bird strike, in-flight fire or
door opening.”

Tighten seals around win-
dows, doors and window air
conditioners: If your doors
or windows are drafty, install
weatherstripping to help pre-
vent smoke from drifting
into your house.
If you have a window air
conditioner, either close the
outdoor air damper or do
not use it.
If you have a portable
air conditioner with a single
hose, typically vented out
of a window, do not use it
in smoky conditions. If you
have a portable air condi-
tioner with two hoses, make
sure that the seal between
the window vent kit and the
window is as tight as pos-
sible.
Avoid creating more fine
particles: Air out your home
after a smoke event. Avoid
activities that create more
fine particles indoors: smok-
ing cigarettes; using gas, pro-
pane or wood-burning stoves
and furnaces; spraying aero-
sol products; frying or broil-
ing food; burning candles or
incense; and vacuuming, un-
less you use a vacuum with a
HEPA filter.
When air quality im-
proves, air out your home
by opening windows or the
fresh air intake on your
HVAC system.
Use a portable air cleaner
or high-efficiency filter to
remove fine particles from
the air: Run it as often as
possible on the highest fan
speed.
