Census will determine services to tribes
A recent report makes
this stark estimate about the
need for accuracy of the
Census count in Indian
Country: “Every tribal citi-
zen who is not counted in
the Census will cost their
tribal government some
$3,000 in lost federal sup-
port for services.”
And according to an au-
dit by the U.S. Census Bu-
reau: At least one in seven
Native Americans living on
a reservation was missed in
the 2010 Census.
Clearly, the Confeder-
ated Tribes of War m
Springs need a strong show-
ing in the 2020 Census. The
stakes in terms of funding
of services are too critical
to ignore.
The Warm Springs Com-
plete Count Committee is
the body organizing the
2020 count on the reserva-
working next year on the
reservation; and community
outreach, among other tasks.
For the 2020 Census at
stake is the proportional al-
location of $675 billion an-
nually in federal funds—in-
cluding funding to tribes.
The Census guides the
distribution of funds for

cludes representatives from
several tribal departments
and other service providers.
A recent project of the
Complete Count Committee
is a draft resolution to bring
to Tribal Council. The reso-
lution would make clear the
vital importance of partici-
pation among tribal mem-
bers in the 2020 Census
count.
The committee is also
helping organize the recruit-
ment and training of the
Census takers who will be
transportation, housing,
emergency response, social
services and more.
The Census is a series of
questions: Your age, race,
and sex. There are ques-
tions about the number of
people in the household, etc.
Census Day 2020 is com-
ing up on April 1.
U.S. v. Oregon

Existing for 50 years now, U.S. v. Oregon has be-
come among the longest-standing open lawsuits in
U.S. history.
The case is historic, yet critical to the present
day: A federal judge just this year approved a new
U.S. v. Oregon fisheries management agreement, as
proposed by Columbia River treaty tribes, states and
federal agencies.
This 2019 agreement provides a new 10-year
framework for all the parties to work together on
future fisheries harvests.
Sovereignty

Sovereignty is the in-
ternationally recognized
power of a nation to
govern itself, and Native
American tribes existed
as sovereign govern-
ments long before Eu-
ropeans settled here.
Native American tribe
embodied sovereignty by
addressing conflicts
through treaties and
other agreements and
negotiations with each
other to ensure healthy
living conditions and ad-
equate resource man-
agement, for example.
After European con-
tact, Article 1, Section 8
of the U.S. Constitution
states that Congress shall
“regulate commerce
with foreign nations, and
among the several
states, and with Indian
tribes.” It was later
through judicial court
cases that established a
pattern of recognition of
tribal sovereignty in terms
of government to gov-
ernment relationships.
Regardless of federal
policy, sovereignty is in-
herent to tribes. The act
of being a sovereign is the
right to live a life accord-
ing to traditions, and it can
be impacted by federal
recognition but is not de-
fined by it.
However, it is still im-
portant to recognize that
not all people who iden-
tify as Native Americans
are from nations that are
federally recognized. Ter-
mination, colonization,
and a failure of the U.S.
government to uphold
treaty agreements result
in some nations not re-
ceiving federal recogni-
tion, and some folks not
knowing their own tribal
nations, and more. Up-
holding treaties is a fed-
eral obligation….
