Urbana Marie “Toto”
Ross, 61, passed on to the
Creator at her home at Wolfe
Point on Saturday, September
1, 2018.
She is survived by sons,
Jacques Martinez of Las Ve-
gas, Nevada and Joseph
Martinez of Warm Springs
and
daughter, Monet
Martinez of Eugene. She is
also survived by granddaugh-
ters Jade and Spayne
Martinez, of Chiloquin,
Maleah Lehner of Eugene,
grandson, Jayden Builder of
Eugene, and great grandsons
Kendo Cuevas, Kai Holster
and Garrett Souza, Jr. all of
Chiloquin.
Her son, Joel Martinez and
grandson, Greisyn Builder,
passed before her.
Urbana is also survived by
sisters Mary Ross and Susan
Boileau of Warm Springs and
Relda
Peratrovich
of
Ellensburg, Washington and
her mother, Arlene Boileau of
Warm Springs. She is also sur-
vived by half-brothers and
half-sisters Harvey Ross, Jr.
of Oklahoma City, Pebbles
Ross of St. Joseph, Missouri,
Vincent Ross, Ralph Ross and
Joseph Ross, all of Horton,
Kansas, and Grace Ross of
Neah Bay, Washington.
In addition, she is survived
by her partner of 27 years,
Howie Arnett. Numerous
aunts, uncles, nieces and neph-
ews also survive her.
Toto was born in Redmond,
Oregon and was a lifelong resident
of the Warm Springs Reservation,
except for the years from 1993 to
1999 when she attended the Uni-
versity of Oregon and earned a
bachelor’s degree in Political Sci-
ence and a master’s degree in Pub-
lic Policy, Planning and Manage-
ment.
At the time of her passing, Toto
served as the Realty Officer for
the Bureau of Indian Affairs,
Warm Springs Agency Office.
Prior to joining the BIA, Toto
held a variety of professional and
management positions with the
Confederated Tribes of Warm
Springs and Kah-Nee-Ta High
Desert Resort.
In 2010, she was selected by the
Tribal Council to serve as the Con-
federated Tribes’ Chief Operations
Officer, a position she held until
2013.
During her time as COO,
she was most proud of her
work in planning and securing
funding for the new Warm
Springs elementary school,
now known as the War m
Springs K-8 Academy.
Her strong commitment to
children and their education
was demonstrated by her long
service as Secretary of the
Oregon Indian Education As-
sociation.
Toto loved spending time
with her family, especially her
children, grandchildren and
great-grandchildren. She also
loved to travel throughout the
U.S. and abroad, spending time
in recent years in New Zealand,
Australia, Canada and many
countries in Europe. She was
also an avid fan of the Oregon
Ducks in all sports.
Toto was very proud of her
home. She was always working
to improve it, and regularly
hosted dinners, cook-outs and
social events in her home for
family and friends.
Toto was loved by all of her
family and by everyone in the
Warm Springs community and
around Oregon and elsewhere
who had the great fortune to
know her.
She touched many, many
lives with her kindness, gener-
osity, her wonderful sense of
humor and her unflagging will-
ingness to help anyone in need.
Her loss will be deeply and
always felt by all who knew and
loved her.
