To know about your Minors Trust Fund account
Tribal Council in 1957
established the Minors Trust
Fund of the Confederated
Tribes of Warm Springs.
The purpose was, and re-
mains, to hold Celilo Settle-
ment Agreement per capita
payments for minor tribal
members in trust until they
became adults.
Tribal Council in 1958
amended the Minors Trust
Fund trust document be-
tween the tribes and its.
The purpose of the
amendment was to clarify its
“purpose of providing funds
to assist in payment of con-
tinuing education costs of
(tribal) members;” and to
authorize the deposit of fu-
ture per capita payments in
the Minor Trust Fund.
A portion of an enrolled
member’s monthly per capita
is contributed into a trust ac-
count at the bank.
A tribal members become
eligible for the first four an-
nual distributions when he or
she turns 18. However, age
isn’t the only eligible crite-
rion:
The revised policy can be
found in Tribal Council reso-
lution no. 11,691(a) adopted
on January 23, 2013.
To be eligible for a distri-
bution, an 18 year old must
also have graduated from
high school with a cumula-
tive GPA of 2.0 or higher.
Youths who don’t gradu-
ate, or whose cumulative
GPA is less than 2.0, must
wait until the next regular
cycle before they may reap-
ply for a distribution.
Those who reapply must
also have successfully com-
pleted at least one term at a
college or other vocational
institution, or have com-
pleted one year of a formal
trade apprenticeship pro-
gram to become eligible.
Individual distributions
are based on a uniform pay-
ment schedule, birth date,
and satisfying educational re-
quirements. If your birth-
day falls between April 1 and
September 30, your Minors
Trust Fund distributions will
be part of the fall distribu-
tion.
If your birthday falls be-
tween October 1 and March
15, your distributions will be
part of the spring distribu-
tion.
Approximately one-quar-
ter of an eligible individual’s
Minors Trust Fund balance
at age 18 may be distributed
annually over a four-year pe-
riod, plus additional earnings,
beginning at age 18.
If you attain education
requirements—graduate
from high school with a cu-
mulative GPA of 2.0 or
higher—by age 18, you will
be eligible to receive one-
quarter of your Minors
Trust Fund account bal-
ance.
You must obtain docu-
mentation of graduation and
GPA and deliver copy to Vi-
tal Statistics. At Vital Stats see
Lucille Suppach-Sampson.
Alternatively, you must
obtain documentation such as
a New Modified Diploma,
Extended Diploma or some
other type of alternative cer-
tificate specified in resolution
no. 11,691(a).
You must reply to the let-
ter received from Vital Sta-
tistics, and indicate whether
funds shall be paid by Trea-
sury Check or by deposit into
an IIM account; and provide
a current mailing address and
other contact information.
If no letter is received
from Vital Statistics, contact
them and advise them of your
age and eligibility.
A parent of a minor un-
der the age of 18 can come
to Vital Stats and request an
Internet account access user
application and disclosure
form to monitor the minor’s
trust fund account.
Just a reminder: Once a
youth reaches the age of 18,
Vital Statistics will communi-
cate directly with the indi-
vidual regarding the Minors
Trust account.
Access to Internet account
for monitoring will also cease
once the youth reaches 18.
Accounts will then be set up
with the youth who has turned
18.
