Spilyay Tymoo, Warm Springs, Oregon February 28, 2018 Page 5 Looking to Phase 2 of the downtown plan C reating a vibrant business district in the downtown area of Warm Springs has been a vision among planners and tribal leaders for de- cades. The first phase of realizing this vision—removal of some obsolete buildings and their underground tanks—is finished, with positive results already visible. The second phase will involve the removal of more abandoned BIA structures around campus, along Hollywood Boulevard, and elsewhere. A third phase will be the replace- ment of underground infrastruc- ture on the campus—at which point downtown business develop- ment could really take off. The official tribal plans for the downtown have changed over the years, as new studies and new tech- nology have come into play. But the core idea—creating a thriving business district serving the community—has stayed essentially the same, said tribal planner Lonny Macy. The plans have envisioned ser- vices such as a bank, stores, beauty shop, parking and park areas, etc. The Warm Springs Agency at the turn of the century was dominated by the boarding school (top center) and the Presbyterian Church. This vision has stayed the same; but what has changed over the years is how to achieve the goal. Mr. Macy, Utilities general man- ager Travis Wells, and Community Action Team director Chris Watson hosted a community meeting last week on the latest developments with the downtown. Mr. Macy focused on overall planning matters, Mr. Wells on in- frastructure issues, and Mr. Watson on the ‘commissary business incu- bator’ plan. Clearly, the downtown plan is gaining momentum, as the first phase—in discussion for years—is now complete.
