Instead, the proposed date of the transfer to the AV Northwest has been re-set to January 1 of 2018. “We speculate the inves- tor needed more time to fi- nalize the financing,” said Jim Manion, Kah-Nee-Ta board chairman. As part of its lease proposal, AV North- west is expecting to invest up to $16 million in Kah-Nee- Ta. Part of the discussion at Council was in regard to end-of-year financing for Kah-Nee-Ta. Because the December 1 transfer date passed, the question was how to make expenses through December. The first consequence has been a number of Decem- ber temporary lay-offs at the resort. Even with these pain- ful cost-cutting measures, there would still be a deficit of about $200,000 by the end of 2017. The solution presented this week at Council was a credit of $200,000 to the enterprise on future room tax receipts, plus pre-pay- ment for some rooms that will be booked in 2018. On the other hand if the new operator has a good 2018, room tax payments to the tribes will exceed the credit, so the tribes would profit. Council members ex- pressed the need to maintain the tribal member hiring preference at the resort, as the investor takes over the operation.
