Fisheries, tribal advocate passes
Roy Sampsel, the first ex-
ecutive director of the Co-
lumbia River Inter-Tribal
Fish Commission, has passed
away. Mr. Sampsel was a
dedicated advocate of tribes
throughout Indian Country
for nearly fifty years.
Mr. Sampsel was the
CRITFC executive director
from 1977-1979, and re-
mained a constant figure in
the organization over the fol-
lowing 40 years.
“Roy was a leader, but his
big gest role was to never
lead—his role was to prepare
us to lead, support us in the
lead, and make sure we
accepted the responsibility
to lead,” said current
CRITFC executive director
Jaime Pinkham.
Toy drive for
happy holidays
The Warm Springs Health
and Human Services Branch
is holding its annual toy drive
to benefit youth of the com-
munity ages 2-17.
If you are a family need-
ing help this Christmas, there
is a form to fill out. All re-
quests for assistance must be
returned by December 15,
and will be processed first-
come first serve.
One form is required for
each child. For forms, go by
the Social Services office in
the Family Resource Center.

Mr. Sampsel had a life-long
fascination with fish, water,
forests, oceans, wildlife, and
the rights of Indian tribes.
More than a fascination,
he maintained a steady and
creative commitment to the
sovereignty of Indian nations
and the protection of their
natural resources.
As the first executive di-
rector of the Columbia River
Inter-Tribal Fish Commis-
sion, he worked to protect,
enhance and implement the
tribal fishing rights of the
War m Springs, Yakama,
Umatilla, and Nez Perce
tribes.
He worked tirelessly con-
vincing others that tribes
have unique skills and abili-
ties as resource managers.
Mr. Sampsel spent his early
years in Broken Bow and
Tahlequa, Oklahoma. He was
a member of the Wyandotte
and Choctaw Nations.
The Sampsel family moved
from Oklahoma to Tulane,
Louisiana, then to Portland,
where Roy caught the spark
for public service from pro-
fessors at Portland State Uni-
versity and from Oregon po-
litical leaders.
The Mobile Medical
