Tribes contracting for water meter study
Tribal Council heard a re-
port from tribal Utilities and
Planning on the water meter
project.
A current grant is paying
for an assessment and recom-
mendation plan for the tribes’
domestic water system.
This report will then be
used to apply for a larger
grant that would fund the
actual installation of water
meters on all residential and
commercial buildings that use
the water system.
This project could add sev-
eral years of use to the cur-
rent water treatment plant,
said Utilities director Don
Courtney.
A major upgrade of the
treatment plant will cost mil-
lions of dollars, so extending
its life would mean a signifi-
cant savings for the tribes, he

The water meter project
will allow Utilities to monitor
where the water is going once
it leaves the treatment plant.
Some of the water is ap-
parently leaking into the
ground from broken pipes,
Courtney said.
A study found that the
treatment plant produces
about 39,500 gallons of wa-
ter per year per residential
hook-up. This would be about
five times the national aver-
age.
The average Warm Springs
household is most likely not
using this amount of water,
so there must be significant
leakage in the system,
Courtney said.
Making the water system
more efficient, and using less
water, would extend the life
of the treatment plant.
Roy Spino, water-wastewa-
ter engineer, said that about
200 residences in the Warm
Springs area have water
meters. But these are not
read on a regular basis, as
Utilities does not have the
manpower, and the informa-
tion would be of limited use.
The plan is install meters
on all of the approximately
1,400 connections, and pos-
sibly implement a rate system.
The meters will show
where leaks are in the system,
and the rate system would
encourage water conserva-
tion.
Spino said that over the
summer, when the treatment
plant was not at full capacity,
the tribes encouraged resi-
dents to conserve water. The
people responded well, giving
Utilities the time to fix the
treatment plant, Spino said.

Macy said the tribes are cur-
rently seeking requests for
proposals to carry out the
water system assessment.
Once this is complete, the
tribes can use the report to
apply for a USDA and other
funding to complete the
meter project.

First compliance contract with Warm Springs TERO office

The Warm Springs Tribal
Employment Rights Office
is moving forward, getting
ready for construction work
on the reservation.
The War m Springs
TERO office has signed
their first compliance agree-
ment on a contract with
Walker River Construction,
a Native American company
located in Schurz, Nev.
Walker River Construc-
tion is doing work with the
Warm Springs Fish Hatch-
ery, replacing salmon ponds
and domestic water systems.
The first compliance fees
totaled over $70,000. These
fees support the TERO Of-
fice.
The main purpose of the
Warm Springs TERO office
is to get Native American
construction workers hired
for local construction
projects, on or near the
Warm Springs Reservation.
The office works to pre-
vent discrimination, gain
preference in contracting
and subcontracting for Na-
tive Americans, and to make
sure the Indian workforce on
the reservation is trained and
equipped for employment of
their choosing.
Walker River Construc-
tion is Native American
owned, and is employing Na-
tive American workers, satis-
fying the tribal employment
requirement.
The compliance agreement
with Walker River Construc-
tion is the first of many to
come for the Warm Springs
TERO office.
The office is gearing up for
the 2016 construction season,
which will include construc-
tion work on and off of the
reservation.
The Confederated Tribes
are in the process of finaliz-
ing an memorandum of un-
derstanding with the Oregon
Department of Transporta-
tion.
Once this agreement is in
place, with our TERO region
determined, any ODOT road
projects that fall within our
region will be subject to com-
pliance with TERO require-
ments.
Non-ODOT construction
work on the reservation is re-
quired to comply with TERO
requirements. This includes
work contracted by tribal en-
terprises.
Once we are ready to be-
gin referring workers to any
construction jobs, we will se-
lect workers to be dispatched
to contractors using a TERO
skills survey.
The Warm Springs TERO
office has skills surveys avail-
able for those interested in job
placement, once jobs are
available. The surveys are
used to match workers’ skills
with appropriate job oppor-
tunities requested by construc-
tion contractors.
The skills surveys will be
good for one year, being re-
submitted every January to
keep all information current.
A sign-in sheet will also be
used to track individuals in-
terested in construction jobs
on or near the reservation.
Job survey forms, con-
struction department job ap-
plications and sign-in sheet
are available at the front desk
of the Warm Springs Ven-
tures/construction office.
Also in preparation for the
upcoming construction sea-
son we have identified local
training opportunities avail-
able through various tribal
programs.
War m Springs Higher
Education will assist those
wanting to get vocational
training to learn to operate
heavy equipment, to drive a
truck, and get a CDL license.
Higher education will fund
vocational school one time.
Higher Education has a
July 1 deadline for applica-
tions annually. For more in-

or higher education through
college, contact the Higher

IDA
The Warm Springs Com-
munity Action Team has the
Individual Development Ac-
count (IDA) program. They
currently have a five-to-one
match through grant pro-
grams.
If you invest $25, they will
match it with $125, making it
easier to save to attend
school, buy equipment and
attend training for work
placement.
The program can also help
you save money to start a
business or buy a home. For
more information contact the
Community Action Team at

WIOA
The Workforce Innovation
Opportunity Act Program
provides assistance to Native
Americans who are unem-
ployed, underemployed, in
need of retraining due to lay-
off, or those who are low in-
come.
WIOA partners with Warm
Springs Vocational Rehabili-
tation for the employment
and life skills training acad-
emy, covering information to
get participants in the
workforce.
WIOA offers a variety of
job and educational services
to clients 17 and older. The
program also provides ser-
vices for youth ages 14–21.

Voc Rehab
Warm Springs Vocational
Rehabilitation Program can
provide assistance with voca-
tional training, tools, equip-
ment and licenses, referrals
to substance abuse treatment
centers, job direction and as-
sistance in attaining job skills.
Vocational Rehabilitation
has eligibility requirements.
The program hosts orienta-
tion at 3 p.m. every Monday
at their office at the indus-
trial park. They also have
orientation on the first Thurs-
day of every month at the
Bestcare building in Madras,
and on the third Thursday of
the month at the NARA out-
patient building in Portland.
