Page 2 Spilyay Tymoo, Warm Springs, Oregon Progress with UAS test range program GeoVisions, a division of Warm Springs Ventures, is working with VDOS Global in pursuing public and private contracting opportunities for the tribes’ unmanned aerial systems program. VDOS Global—VDOS standing for Virtual Data Operations Support—is the first U.S. authorized inspec- tion company of unmanned aerial systems (UAS), com- monly called drones. VDOS Global has its headquarters in Corvallis, with offices in Texas and Louisiana, and international divisions in Brazil, Mexico and Nigeria. UAS flights on the reser- vation test range is planned for this fall. The company interested in the flights is Textron, known internation- ally for its brands of aircraft, defense and industrial prod- ucts. Public entities that are in- terested in working with the tribes on the UAS program are the BLM and Forest Ser- vice. The fire-fighting aspect of UAS technology has a great potential, Sampson said. BLM and Forest Service representatives have met with VDOS to discuss a training and standardization program for their use of unmanned systems, Sampson said. The idea is to use the War m Springs test range as the op- erations center for training and curriculum, he said. Some other highlights from Ventures’ recent update at Tribal Council: Sandia Labs of New Mexico is interested in con- ducting operations at the Warm Springs test range for cyber security and sensor test- ing. Federal funding is already available for these activities. Ventures and GeoVisions have completed their first contract, for $500,000, from the Special Public Works Fund; and have been ap- proved for another $500,000 from the Oregon Strategic Reserve Fund, for a total of $1 million for UAS infrastruc- ture. This funding will allow the tribes to proceed with five test site developments— Miller Flat, Metolius, Kah- Nee-Ta and Sidwalter. This will also help with renovation at Kah-Nee-Ta, including of- fice and meeting space, and a flight simulation. The state has also provided $3 million SOAR and the three test ranges in Oregon. This can be used for opera- tional funding over the next two years. Ventures is expecting to hire a business/development marketing manager in Sep- tember. This person will lead the Warm Springs test range marketing and business re- cruitment efforts. The funds allow for the hiring of the project manager (VDOS), and a test range safety officer. Ventures and GeoVisions have finalized the War m Springs test range fees. “This will serve as a source of revenue to repay the BIRF loan over the next three years,” Sampson said. “We established fees for a client who wish to use the Warm Springs test range at approximately $9,600 per month per UAs. Cannabis development A committee under Warm Springs Ventures has been looking at aspects of the can- nabis situation, since the state has voted to legalize its use. There is potential major rev- enue to the tribes from can- nabis, as presented by a can- nabis company in Colorado. Meanwhile, the tribes have met with federal law enforcement to clarify the legal aspects of cannabis, which remains a controlled substance under federal and tribal law. The legality, and potential commercial aspect have been the focus of the committee. Regarding the commercial potential: A state law appears to preclude the tribes from participating in the commer- cial benefits of the new law. However, tribal officials have pointed out the discrepancy to state officials, who appear to be willing to address the problem, said Pi-Ta Pitt, com- mittee member. The member- ship may see a referendum on how the tribes should pro- ceed regarding cannabis. August 19, 2015 Getting Ready to Read The Warm Springs Education Committee will host Ready to Read, on Tuesdays and Thursday, August 20, 25 and 27, from 6 to 7 p.m. Ready to Read, held at the community center so- cial hall, is for parents and kids who are getting ready for kindergarten. The kids will work with Carol on a craft, while family members will work with an educator. Parents and family members will learn some tips to do at home to make sure kids are ready for kindergarten. By the end of the sessions, each kid will leave with nine different books. Snacks will be provided at the Ready to Read sessions.
