Spilyay Tymoo, Warm Springs, Oregon April 30, 2014 Carbon sequestration moving forward The first phase of the carbon sequestration study is complete. Natural Resources is preparing an update on the project for Tribal Council. Phase 1 was the development of an inventory and modeling to de- termine the feasibility of carbon se- questration on the reservation. The next phase will be the design of a management plan for certain for- est areas, said Bobby Brunoe, Natu- ral Resources general manager. The practice of “improved for- est management” can result in car- bon sequestration that can be mar- keted to large companies in Califor- nia. Other tribes, the Yurok and Hoopa, for instance, have recently entered the carbon sequestration market. Warm Springs Natural Re- sources began researching the sub- ject in 2013, with encouragement from Tribal Council. Carbon sequestration has the potential for new revenue to the tribes, said Brunoe. Carbon sequestration is the pro- cess of capturing and storing atmo- spheric carbon dioxide, a green- house gas. In 2013 California imple- mented regulations limiting the amount of greenhouse gases that a company can emit during the year. There is flexibility in the regu- lation in that a company can exceed the cap limit by obtaining an allow- ance or an offset. An offset means the company demonstrates that, through its ini- tiative, an amount of carbon is be- ing captured and stored, or seques- tered, that otherwise would have gone into the atmosphere.
