“But if the market conditions
continue to improve, as we
are seeing, and the project
contin u es to op erate effi
ciently, we should be in good
financial position to increase
d iv id en d s to th e trib e ,”
Manion said.

too many years ago, the Chair
man said, the dividend from
Pow er and W ater was the
major part o f the tribal gen
eral fund budget.
For 2011 the Power and
Water dividend was $8.5 mil
lion; th e year before, $7.5
m illio n ; an d in 2009 th e
Power and W ater dividend
was $14.5 million.
The dividend has dropped
substantially since 2011, to a
low o f zero dividend for the
2013 budget. For 2014 the
Power and Water dividend is
$1 million. Manion said this
should increase by $500,000
next year.

million from 2013 to 2014.

Danzuka said a difficulty for
the Council is explaining how
an enterprise is saving money
while members are being laid
off from their jobs. “You say
that in eight years things will
be better, but people need to
feed their families now,” he
said.

said he hears from constitu
ents w ho question w hether
the tribes should have p u r
chased the one-third interest
in the first-place, let alone
future purchases o f the dams.
“They want to know what is
the benefit,” he said.
M anion agreed th at the
contributions are critical for
the trib e’s general funding
needs. “We had a perfect
storm in the past few years,”
he said. “We saw a struggling
economy, w hich decreases
energy use in the region, and
we had large capital funding
re q u ire m e n ts fro m th e
project, both environmental
funding and plant im prove
ments.
“ We have generated value
for the tribe,” Manion said,
“with over $100 million dol
lars in dividends over the last
10 years. We are on track to
expanding that contribution
in the near future.” .
