Proclamation of the Twenty-Sixth Tribal Council
Whereas the people o f the Con­
federated Tribes o f Warm Springs
hold ultim ate sovereignty over
themselves, the Warm Springs Res­
ervation, and traditional use places
wherever located; and,
Whereas the Tribal C onstitu­
tion adopted by the people estab­
lished an 11-member Tribal Coun­
cil to govern the Tribe, and delegates
to the Tribal Council certain enu­
merated powers o f the people; and,
Whereas it is the duty o f the
Tribal Council to govern for the
tribal people’s benefit the lands on
and off-reservation; and,
Whereas the tribal people have
the need for greater opportunity
through development o f revenue­
generating economic initiatives and
creation o f jobs, educational im­
provements, and modernization o f
the reservation’s technology and in­
frastructure; and,
Whereas the people have the
need for the community to provide
b e tte r su p p o rt to its m em bers
through healthcare, housing, elimi­
nation o f substance abuse, support
o f families and im proved public
safety; and,
Whereas the Tribal Council and
the people understand that all listed
priorities are important, and that the
tribal governm ent will maximize
opportunities for our benefits when
they arise; and,
Whereas the people have the
need and have expressed the de­
sire to be served by a m ore effi­
cient, effective and accountable
governm ent that takes timely ac­
tion, communicates both internally
and externally, reviews its perfor­
mance, sets long-term direction and
strategies, and reduces bureaucracy;
and,
Whereas the people have the
need and have expressed the de­
sire to maintain and advance their
status as a sovereign people through
preservation o f their culture, tra­
ditions, beliefs, and values, care o f
tribal lands and natural resources,
and pursuit o f sovereign interests
and treaty protection; and,

Tribal Council recognizes and sup­
ports the people’s desire for im ­
provements in the areas described
and is com m itted to provide the
leadership required to accomplish
these goals; and,
W hereas th e T w enty -S ix th
Tribal Council also recognizes that
in order to grow our economy, our
governm ent and enterprises must
provide business opportunities that
will build the skills and capacity o f
tribal members to contribute to the
long-term sustainability o f employ­
m ent and business grow th; now,
therefore,
Be it resolved by the Twenty-
Sixth Tribal Council o f the C on­
fed erated T ribes o f the W arm
Springs R eservation o f O regon,
pursuant to the C onstitution and
By-Laws, Article V, Section 1, com­
mit and agree to prioritize the use
o f tribal resources as follows:
Guiding Principle: As the Tribal
Council, we pledge to work together
with our community, families, and
our employees to advance the fol­
lowing priorities. We understand
that all times we may disagree but
we respect one another and our
tribal members, and will strive to
w ork for the greater good o f our
people. We will continue to pro­
mote tribal and family values and
enlist the help o f our community
address these issues.
1. Budget - Balance the Tribal
Budget, M axim ize T ribal re­
sources and improve financial
planning.
A. The Tribal Council shall an­
nually develop, review, and approve
a balanced Tribal budget for each
fiscal year in order to prom ote and
maintain the financial sustainability
and integrity o f the Tribe; and,
B. The Tribal Council develop a
plan to replenish and rebuild the
Tribe’s revenue reserve, per capita,
and senior reserve funds to sustain­
able levels over time; and,
C. The Tribal Council will de­
velop and approve a plan to expand
its grant writing capacity in order to
maximize the leveraging o f tribal
funds and resources with federal ,
state, foundation, and corporate
grants; and,
D. The Tribal Council will- iden­
tify and develop near-term (1-5 yr.)
and long-term (6-15 yr.) revenue
projections from all available and
potential resources in order to im­
prove the Tribe’s financial planning,
budgeting and reporting.
2. Education — Improve tribal
academic performance and cul­
tural preservation.
The Tribal Council will develop,
review and approve a plan to re­
structure and build the Tribe’s higher
education program in order to:
A. Increase and expand tribal
higher education scholarships; and,
B. Im prove and expand voca­
tional training and workforce devel­
opm ent programs; and,
C. Develop and fund internships,
apprenticeships, youth employment,
and career developm ent opportu­
nities; and,
D. Improve preparation, perfor­
mance, and achievement o f K-12
students attending Jefferson County
public schools including measuring
and m onitoring academic perfor­
mance; and,
E. Im plem ent language and cul­
tu ra l cu rric u lu m in J e ffe rs o n
County public schools; and,
E Investigate thé feasibility and
developm ent strategy for a tribal
charter school on the reservation.
3. Hold Enterprises Account­
able — Improve budgeting, prof­
itability, operational efficiency,
and reporting.
A. D evelop a plan to ensure
m ore effective and accountable
enterprises by im proving regular
and com prehensive repo rtin g to
Tribal Council, Use benchmarking
and dashboard perform ance indi­
c a to rs as to o ls to help assess
progress, cost effectiveness, and
profitability on a quarterly and an­
nual basis; and,
B. Require all Tribal enterprises
have annual business plans and long­
term strategic plans in place; and,
C. D evelop and im plem ent a
plan to reorganize the Tribe’s en­
terprises for operational efficiency
and develop a centralized Enterprise
Finance Officer to m onitor and re­
port enterprise operational results.

5. Tribal Council Operations
Improve efficiency and effec­
tiveness.

Tribal Council by developing poli­
cies and procedures to:
A. Identify and process to better

agendas, activities, and assignments
out one, three, and six m onths in
advance; and,
B. Identify, assign, and approve
Tribal Council representatives and
delegates to represent the Tribe in
order to control travel expenses and
duplication o f efforts; and,
C. Develop cost effective travel
policies and procedures and trip
reporting requirements; and,
D. Identify the roles, responsibili­
ties, limitations, and obhgations o f
Tribal Council officers and mem ­
bers to optim ize T ribal C ouncil
p o licy o v e rsig h t an d lim it
micromanagement actions; and,
E. Develop and implement staj:e-
of-the-art processes, utilizing com­
puter technology, electronic media,
paperless systems, and procedures
to improve operational efficiency.
6. H ealth Care - Im prove
health care Services and facili­
ties.
Tribal Council will develop, re­
view, and approve a plan to im ­
prove arid expand healthcare ser­
vice delivery, including programs to
address:
A. Behavioral H ealth services
including mental health and sub­
stance abuse; and,
B. Diabetes awareness, preven­
tion, and treatment for Tribal youth;
and,
C. O u tp a tie n t tre a tm e n t and
transitional support including assess­
ing, the feasibility o f a Tribal half-
way house; and,
D. A plan to provide cost effec­
tive, local dialysis services; and,
E. Feasibility o f building and
operating a new Community Cen­
ter to provide fitness and exercise,
swimming, recreation, nutrition and
wellness program s and services;
and,
F. Community needs for physi­
cal therapy.
7. Protection of Assets — Pro­
tect enhance, and utilize natu­
ral and cultural resources.

The Tribal Council will develop,
review, and approve a Tribal E m ­
ployment Plan which includes: •
A. Documenting the Tribal em­
ployment rates for Tribal govern­
m ent and enterprises and develop
improvement goals; and,
B. Docum ent on quarterly basis,
the Tribal governm ent and enter­
prise job opportunities, Tribal mem­
ber hiring, and a strategy to enforce
compliance with Tribal resolutions
8363 and 8363A for Tribal employ­
m ent preference; and,
C. A plan to prepare individual
Tribal m em ber skill development,
training, employee cross training,
and career planning; and,
D. A plan for a One-stop-shop
to prom ote, support, and increase
Tribal employment; and,
E. A plan for a summer youth
and college student em ploym ent
program; and,
F. A plan to improve Tribal em­
ployee retention by offering com ­
petitive salary an d /o r benefits pack­
age; and,
G. Tribal management training
and succession plan to prom ote
Tribal members into upper manage­
m ent positions; and,
H . A strategy to im prove the
T ribe’s Personnel O ffice recruit­
m ent and hiring process using state
o f the art technology and compre­
hensive reporting o f Tribal m em ­
j ber e m p lo y m e n t data.
10. Housing — Increase hous­
in g o p p o rtu n itie s fo r T rib al
members on and o ff the reser­
vation.
The Tribal Council will develop,
review, and approve a plan to pro­
vide additional tribal member hous­
ing on the reservation including:
A. A plan for financing and
building 35 housing units utilizing
tax credits; and,
B. Implementing a plan to utilize
H U D 184 program to build Tribal
ap artm en ts and T ribal m em ber
housing; and,
C. R evisions to the H ousing
Code to allow flexibility for leases
and ownership o f more than one
housing unit; and,
D. Identify and develop oppor­
tunities for tribal and non-tribal
m em ber developm ent o f m arket
rate or subsidized housing on the
reservation.
11. Infrastructure — Improve
infrastructure for commercial,
com m u n ity and re sid en tia l
needs.
The Tribal Council will develop,
review and approve a plan to im­
prove reservation facilities and com­
mercial, industrial, community, and
resid en tial in fra stru c tu re needs
while utilizing energy efficient tech­
nology and cost effective methods.

needs which emphasize economic
development.
12. Community Safety — Im­
prove the safety and security to
the Tribal community.
The Tribal Council will develop,
review, and approve a Community
Safety Plan w hich addresses the
following issues:
A. Gang prevention and aware­
ness including positive youth devel­
opm ent programs; and,
B. Community policing and im­
proved relations, including oppor­
tunities to retain Tribal Police and
Public Safety staff through com ­
petitive compensation; and,
C. Methamphetamines and other
drug abuse; and,
D. Assess fire insurance costs
and means to reducè insurance pre­
miums in the Tribal community.
13. Tax C om m ission and
Code — Increase tax revenues
and prom ote business incen­
tives.
The Tribal Council will develop,
review, and approve a Tribal Tax
Code and provide support to the
Tribe’s Tax Commission initiatives
to increase T ribal Revenues and
prom ote tax incentives to non-tribal
and tribal business to locate on the
reservation.
14. Strategic Planning — Im­
prove planning, perform ance,
and Tribal member satisfaction.
A. I'hc'l'nbal Council will imple­
m ent and institutionalize strategic
planning and performance measures
to provide more effective and effi­
cient Tribal governm ent planning,
operations, service delivery, and fi­
nancial management to achieve the
T ribe’s various plans, the Tribe’s
Management Plan Mission, Goals
and Strategies, and tribal Council
proclamation goals and priorities;
and,
B. Regularly m onitor results, im-
p a c ts , o u tc o m e s, an d re p o rt
progress and perform ance to the
Tribal Council,, staff, and Tribal
membership; and,
C. Develop the Tribe’s Strategic
Financial M anagem ent plan and
prepare long term financial projec­
tions to improve financial planning,
investments, budgeting, and perfor­
mance.
A nd directs.the entire tribal or­
ganization and enterprises to sup­
port these priorities as it carries out
its duties. (Resolution no. 11,792).
