The potential for a successful
enterprise is good, because the
N o rth w e st reg io n is u n d e r
serv ed in

area o f
m otorsports, according to the
research. .
D evelopers prefer to site a
facility with 400 miles o f an area
with a population o f 5 million. A
m o to rs p o rts p a rk o n th e
reservation would be within 400
miles o f an area with a population
o f over 11 million. The area to
be se rv ed is fro m n o rth e rn
California to Seattle, and over the
Boise.

Warm Springs are looking into the
possibility o f opening a juvenile jus
tice facility on the reservation.
The tribes are currently conduct
ing a community survey on whether
to pursue the idea. T he survey is
funded through a grant.
The Warm Springs Jail is a BIA
facility operated by the tribes. T he
jail is for adults only. Juveniles w ho
are required to be in detention are
transported to facilities o ff the res
ervation.

N PC Research. The information will
be used in planning for a facility.
T h e survey asks w h eth er the
tribes need a justice center, which
w ould include a juvenile detention
facility and a new adult jail. '
There has been talk for several
years that the Warm Springs Jail is
out o f date. The facility does not
allow for detention o f inmates for
longer than one year, as it does not
m eet federal standards for long
term detention.

currently before Tribal Council.
The construction phase would
create about 425 jobs. A nother 200
jobs would relate to the operation
o f the facility.
T he facility w ould require
service businesses such as hotels
an d a trav el cen ter, creating
another 225 estimated indirect
jobs. T h e facility w ould be
d eveloped as a jo in t venture
b e tw e e n th e trib es and
Lionshead.
T h e trib es w o u ld re ceiv e d-
re v e n u e . fro m th e facility
through the joint venture.

need?
I f the CTWS decides to build a
justice center, w ould you support
including other services to be dehv-
ered there? I f so, which would you
support?
O ther potential services at the
justice center include.
Police departm ent and offices,
courtroom space, space for detoxi
fication (youth and adult), space for
residential treatm ent beds (youth
an d adult), space fo r treatm en t
groups. Also:
Offices for individual therapy or
treatm ent, conference room s and
group m eeting space, tem porary
shelter (for youth and adults), tru
ant officer, juvenile probation of
ficer, education services, health
(medical and dental) services, sui
cide watch, among other options.
The next question is:
Would you support collaboration
with any groups outside o f the tribes
for the use o f the detention beds
or other facility space, such as coun
ties, juvenile departm ents or sher
iffs?

Museum hosts
Honor Dinner
The M useum at W arm Springs
this Saturday evening, April 6, will
host the Eleventh Annual H o n o r
Dinner. T he dinner will be in Miller
Hall at the World Forestry Center
in Portland.
Professor Charles Wilkinson will
b e p re s e n te d w ith th e T w an at
Award. Wilkinson is an expert in
federal public land law and Indian
law. H e is also an award winning
author o f several books including
Messages From Franks Landing: At
Story o f Salmon, Treaties and the
Indian Way.

Over 300 youth attended the Spring Break Health Fair sponsored by the IHS Business Office. The
office received a grant to increase health care coverage for children. Activities at the Health Fair
included a fun run, bike rodeo, rock your mocs dance, and prize drawings that included all the new
