There are four essential
parts of a successful applica­
tion for PBRL funds:

tribal member. The applicant
must also have a complete

application, and have a viable
concept.
The goal is to have funds
accessible to members who
have good business ideas,
while ensuring that the fund
remains viable into the future,
through loan repayments.
Loans of up to $50,000
are available for business
start-ups and existing business
expansion or renovation.

The compacts come
after the C.S. Depart­
ment of the Interior’s
approval in September
2011, which granted
the tribes a rare excep­
tion to the federal law
that prohibits gambling
on reservations estab­
lished after 1988.
The law allows the
Interior Secretary to
make an exception
when the off-reserva­
tion facility is in the
tribe’s best interest.
Brown concurred
with the federal gov­
ernment, saying the ca­
sinos were in the tribes’
best interest.
