Nearly 200 people gathered at the Community Center last Friday to take a stand against Child Abuse. Walkers received
a t-shirt and marched from the Kot-Num area, Administration Building and CPS. They all joined at the Community Center
for a short presentation and a lunch. Eagle Thunder was there with their drum throughout the lunch hour.

Who pays for schools in Oregon?
General School Expenses
In Oregon, money to run and staff our
schools comes from local, state and federal
resources. This money pays for:

Salaries/benefits for teachers and staff;
Classroom and building supplies;
Textbooks; and
Utilities, maintenance and overall
operations.
School Buildings &c Facilities
To fund school buildings and facilities
in Oregon, school communities are
expected to pay for buildings and facilities
through local taxes. Construction funds
do not come from outside of the district
boundaries. School districts ask voters to
pay taxes over time to repay bonds needed
to construct facilities.
Are we paying for any school bonds
right now?
Yes. Jefferson County property owners
currently pay $3.04 per $1,000 of assessed
property tax value from two bonds that
expire in 2013 and 2022.
What happens when one of the
current bonds is paid off in 2013?
The new proposed bond measure
would replace the 2013 bonds. These
combined bonds are projected to be
slightly lower than our current combined
rate ($3.00 or less per $1,000 of assessed
property value). If passed by voters,
the bond would fund a new K-8 school
building in Warm Springs, a district
auditorium and improvements to all
school buildings, including some athletic
facilities.
How do Warm Springs residents help
pay for general expenses and school
buildings?
The Confederated Tribes of Warm
Springs pay taxes on property owned off
the reservation. The sovereign rights of
the reservation prohibits the district from
assessing any property taxes on reservation
lands. Because of this, the Tribal Council
is asking reservation voters to approve
paying for 50% of the K-8 project at
Warm Springs.
Impact Aid
Impact Aid is provided to the school
district from the Federal government to
assist the district in supporting federally
recognized land. Impact Aid funds are
used to support the operations of the
district. They help to employ teachers and
staff and ensure that we have appropriate
programs. Without Impact Aid funds, the
district would need to significantly reduce
current staff and programs.
Memorandum of Understanding
The Warm Springs Tribal Council
and the school board have signed a
Memorandum of Understanding (MOU)
to share the costs and responsibilities of
educating children who live in Jefferson
County. This document is an important
example of the growing partnership
between the Tribes and school district and
can be viewed online at www.jcsd.kl2.

Referendum
On May 14th, Warm Springs residents will
vote on a referendum to fund Vi of a new K-8
school building. All school district voters will
be able to vote on the school bond that is on
the May 15th ballot.
Why is an auditorium/community
performing arts center part of the school
bond request?
The District Facility Committee
recommended to the school board the addition
of an auditorium/performing arts center in the
upcoming bond. The committee felt the impact
of this building would be highly valued and a
positive addition to students and community
members.
