Salmon plan
My name is Terry Courtney
Jr. I am a platform fisherman
and I am very concerned about
what salmon recovery really is.
I ’ve d one over 10 years o f
studying the Warm Springs N a
tional Fish Hatchery.
I firmly believe that it is be
ing operated out o f compliance
with the original intent for the
people o f this reservation. |
Too many times our fisher
m en couldn’t fish at Sherars
Falls because o f the low returns
o f the wild salmon.
There used to be about 2,500
o r m o re salm on b e fo re .th e
hatchery was built.
Now the wild salmon count
is between 400 and 650. But
there are over 2,000 or more
hatchery fish that are being used
for non-tribal fisheries.
O ur elders used to gaff and
spear salmon above thè hatch
ery site. I did some gaffing in
1961 and 1962.
I have a good plan that can
bring back the salmon, but it will
take between six and ten years,
maybe sooner.

Wood worker brings skill, care to casket service
In 1944,1 began learning the
wood working skill at the Warm
Springs Boarding School and
Chemawa Indian School. In
1948, I start wood working in
Alaska using hand carving tools.
My uncle-in-law A ndrew
Mather used these old tools in
carving totem poles for the city
of Wrangell, Alaska.
In 1956, I furthered my ex
perience in wood working, con
structing kitchen cabinets for
the Tribal Construction Depart
ment.
In 1956 a special request was
made from th e ‘then-102 year
old Chief Tommy Thompson
of the Celilo Wyampums to con
struct a cedar casket. I played a
small part with the construction
o f the casket. From that time
on I constructed all caskets for
the Rez...
In the early 1960s I became
the Construction and Mainte
nance Department’s manager. I
resigned in 1968. I spent sev7
eral years in the state o f Oregon
as a union affiliated journeyman
carpenter. I became a licensed
and bonded residential and com
mercial builder, to pursue con
struction projects.
Being in the building business
and working with wood from my
youth, I am now launching a
small casket construction busi
ness that features hand-carved,
affordable and personalized cas
kets.

remodel to
start soon
by Marsha Spellman
Marketing & Regulatory
Director, W STC
In the next couple of
m onths, like our spring
flowers, you will start see
ing signs th a t the new
telecom company is start
ing to bloom.
One o f the first signs
will be the remodeling of
a building that will become
our new headquarters. We
will be using the space next
to the Warm Springs Con
stru c tio n d ep artm en t.
The building previously
housed the old garm ent
assembly factory.
We have hired an ar
chitectural firm , Steele
A rchitects, from Bend.
They are in the process o f
drawing up the plans to re
model this building to be
purpose-built for a tele
com m unications opera
tion. They have also hired
a Bend con tracto r that
will build out the plans.
Steele Architects is work
ing with us to give design
ideas for the best way to
rem o d el this building.
Pretty soon, we will have
a newly refurbished build
ing that will be the home
o f the W arm S prings
T e le c o m m u n ic a tio n s
Company.
The building will be di
vided into two parts. One
half will be the “central
■ office.” The second half
will house all the customer
service needs, as well as
the offices o f the manage
m e n t o f the com pany.
Both parts are critical fo r
the company to function.
T he “ central office”
| (CO) is the term used in
the telecom industry to de
scribe the area that houses
the technology that is nec
essary to run the network.
T he switch is the main
piece o f equipm ent that
will be in the CO. The
switch is essentially the
brains o f the netw ork.
W ith o u t a sw itch, we
would have a network that
has a line going from one
phone to every phone...
Like a tin can and string.
Remember the old TV
shows, Lily Tomlin was the
operator w ho manually
used wires to switch the
calls from one person to
another? The switch o f
today, called a soft-switch,
is a relative small piece o f
equipment. This will en
able us to not only switch
your calls, but offer you
features that you d o n ’t
have now.
Since the switch is the
key ingredient that makes
the entire company work,
it needs its own room. A
clean room, with air con
ditioning, standby power
and other features, is re
ally important.
In addition, since we
will be providing addi
tional equipment, both for
the network as well as for
the customer, the CO will
sto re eq u ip m en t, be a
space for repairing equip
ment, and will be the of
fices for the Operations
Manager and other tech
nical staff.
The other half o f the
building will be for cus
tom er service and m an
agement offices.
