Proceeds of the Rev­
enue Bonds will be used
to reimburse a portion of
the Tribe’s undivided in­
terest in environmental
enhancem ents o f the
Pelton Round Butte Hy­
droelectric Facility, Fed­
eral Energy Regulatory
Commission (“ FERC")
Project No. 2030, which
enhancements include
the construction of a Se­
lective Water Withdrawal
Facility for fish enhance­
ment (such portion, the
“ Fish E nhancem ent
Project”) and improve­
ments to the Indian Park
Campground (such por­
tion, the “Campground”)
(the Fish Enhancement
Project and the Camp­
ground, collectively the
“Projects”).
The Fish Enhance­
ment Project is located
on the Lake Billy Chinook
reservoir upstream of the
Round Butte Powerhouse
(between River Miles 100
and 120 on the Deschutes
River, near M adras, in
Jefferson County in central
Oregon). The Campground
known as “Indian Park” is
located on the west shore
of Lake Simtustus, approxi­
mately two miles north of
the Round Butte Power­
house off BIA Road 242.
The Tribe w ill be the
ow ner o f each o f the
Projects.
Section 147(f) of the In­
ternal Revenue Code of
1986 (the “Code”), requires
th a t qualified 501(c)(3)
bonds, such as the tax-ex­
empt series of the Revenue
Bonds, be approved by the
applicable elected repre­
sentative o f the govern­
mental unit issuing such
bonds. The Hearing Officer
will consider the informa­
tion obtained at the public
hearing and submit a Hear­
ing Officer’s Report to the
Tribal Council of the CTWS,
as the applicable govern­
mental body, that must ap­
prove of the issuance of the
Revenue Bonds pursuant
to Section 147(f) o f the
Code.
The principal of, pre­
mium, if any, and interest
on the Revenue Bonds
shall be special, limited rev­
enue obligations payable
solely and only from the
revenues o f the Tribe
pledged to the payment of
the Revenue Bonds and
shall not constitute or cre­
ate a general obligation
of the Tribe or a charge
ag a inst the general
credit of the Tribe.
The purpose of the
public hearing will be to
provide a reasonable op­
portunity for members of
the public to express
their views, orally or in
writing, regarding the is­
suance of the Revenue
Bonds and the uses and
purposes of the pro­
ceeds of the Revenue
Bonds. The hearing will
be conducted in a man­
ner that provides a rea­
sonable opportunity for
persons with differing
views to be heard on the
question of the issuance
of the Revenue Bonds.
Written comments may
be delivered at the pub­
lic hearing or mailed to
the Tribe at the following
