Elders Day
I w ant to convey our sincere
appreciation to the director o f
Warm Springs Senior Services
and staff that hosted the A n­
nual H o n o r E lders Day. T he
opportunity for our family to
particip ate in th e even t and
dance for the elders has been
the highlight o f our year for so
many reasons.
For the m om ent our youths
stepped into Warm Springs, we
felt honored and loved by your
community. O ur dances and fire
knife show were inspired by the
fellowship and beauty o f the
W arm Springs C onfederated
Tribes Elders and their guests.
It has been and remains our
duty as adults and elders to dem­
onstrate the importance, neces­
sity and beauty for the exchange
o f culture in our world. This
opportunity for the Parade o f
Samoa to witness and feel the
W arm Springs Tribal Culture,
and to demonstrate the Pacific
Islands Culture will always be in
the m em ory o f o u r dancers.
The physical and human beauty
o f your community, and your
ability to honor your elders ev­
ery day will never be forgotten
by our children, and I thank
you.
We wish the Confederated
Tribes o f W arm Springs and
Senior Services the utm ost suc­
cess in their tribal econom ic

R esort & Casino is accepting
applications for the 2009 male
and female scholarship awards.
This opportunity is for Warm
Springs tribal members choos­
ing to further their education at
an accredited four-year college
as a full- or part-time student;
or at an accredited two year col­
lege or v o c a tio n a l/te c h n ic a l
school.
Applications will be available
at the W arm Springs Education
Building and K ah-Nee-Ta’s H u­
man Resources Office.
The deadline to subm it the
application is 5 p.m. on July 19.
T h e sch o la rsh ip s w ill be
awarded as follows:
Students at accredited four
year colleges:
O ne female recipient will be
selected to receive $1,000 and
a laptop com puter (valued up
to $500).
O ne female recipient will be
selected to receive $500.
O ne male recipient will be se­
lected to receive $1,000 and a
laptop com puter ($500 value).
O ne male recipient will be se­
lected to receive $500.
Students at accredited two
year college, vocational or tech­
nical school: O ne female recipi­
ent will be selected to receive

the problem many parents and
guardians face w ith p ast due
child support and the financial
hardships o f raising children.
T h e p ro b lem w ith unpaid
child support affects many tribal
families. I know this from my
past roles as the prosecutor and
Legal Aide director.
T here are many single par­
ents and o r guardians (often
grandm others) w ho have told
me about their struggles with the
expenses o f raising tribal m em ­
ber children w hen one or both
p aren ts are n o t co n trib u tin g
court ordered child support.
Are tribal m em ber children
lacking in basic needs w hen
child support payments are n ot
made?
A lthough currently there is a
prohibition against taking deduc­
tions from, or garnishing, tribal
bonuses, Tribal Council could
change this policy with a new
resolution when they vote on the
proposed c<?de amendments that
are currently being discussed.
For the purpose o f discus­
sion, I proposed the following
p ro p o se d re so lu tio n to help
those families where significant
p ast-due child su p p o rt hurts
their family:
“O n or before the first day
o f N ovem ber o f every year the
Tribal C ourt shall provide to the
Tribal Vital Statistics D ep art­
m ent, a rep o rt o f every tribal
m e m b e r w h o is d e lin q u e n t
$1,000 or m ore in child support
ordered by the tribal court. This
report shall include the name o f
th e p ast-d u e trib al m em b er,
am o u n t o f the child su p p o rt
arrearage, and the tribal c o u rt
case number.
“T he Tribal Vital Statistics ■
D epartm ent shall w ithhold 50
percent o f any tribal bonus is­
sued in the next six m onth when
a tribal member owes more than
$1,000 in past due child support
as o f the current year’s N ovem ­
b er 1 re p o rt from the Tribal
C ourt. H ow ever, w hen the
child support arrearage exceeds
$5,000, th en the w ithholding
shall be 80 percent o f any is­
sued bonus. -
“T he Tribal Vital Statistics
departm ent shall send the with­
held child support to the tribal
court compliance officer with a
n o tatio n indicating the tribal
court case number, and send a
decreased bonus check am ount
to the tribal m em ber w ho owed
the past due child support.”
This proposal would not take
all o f any future bonus from the
tribal m em ber who is past-due
on his o r her support.
W hatever am ount the guard­
ian o f the children gets should
be applied to the basic needs o f
the dependent children. In my
opinion this proposal o f “tap­
p ing” p art any child su p p o rt
debtor’s future bonus is more
effective than putting m ost o f
these debtors in jail.
