But the cen­ ter also encourages its mem­ bers to pitch in and help im­ prove the local community. R ecen tly , nine young people! from the youth cen­ ter cleaned up trash that was strewn around the skate park at E lm er Quinn Park. The park is located nearby the Spechtrum Youth Center. T h e plan, is fo r the, Spechtrum members to clean up the park once a month, said John Portera, youth cen­ ter coordinator. T h e idea cam e fro m U rbana R o ss, land services administrator, who has encouraged groups to adopt and take care o f areas around the reservation, said Portera. E lm e r Q uinn P ark made sense for Spechtrum because it is right near by, he said. The kids at the center earn Champ Stamps by accomplish­ ing, projects such as the park clean-up. The stamps can be used fo r the pu rchase o f items stfeh as Nike shoes. Kids earned a total o f 380 Champ Stamps during the re­ cent clean-up at the park, said Portera. The Spechtrum Youth Cen­ ter is sponsored by the E x ­ traordinary Young People, a non-profit organization serv­ ing kids on Indian reservations. T h e you th cen te r can be reached at 553-5333. Reservation. A Non- Title V permit, issued in accor­ dance with 40 CFR Part 49, will establish emission limits for a new woodtwaste-fired power boiler that will be built at the facilityi 'the facility’s Title V op­ erating permit, issued in accor­ dance with 40 CFR 71,. is being revised to be consistent with the Npn-Tide V permit. Both, per­ mits address the creation of, Wärm Springs Biomass Project •LEG, a new operating division p£i the Confederated Ttibes^bf fh| Warm Springs Reservation, within which the power boilers will be managed. ■ ' W SF^ / W SB P T s ^ a sawmill located in Jefferson County, Or­ egon. The facility produces green and kiln-dried lumber. Hogged fuel (waste wood and bark) purchased o ff site and produced Pn site is burned in a boiler to produce steam to heat lumber drying kilns and to gen­ erate electricity. This permitting aqtioa will allow a second boiler • to be built. The emission, in­ creases from the boiler addition have been balanced with emis­ sions decreases comltig from the shut down o f 3 old boilers at the facility. As a result, four pollutants will experience a net increase: nitrogen oxides by 39 ton,s per year; volatile organic compounds by 39 tons per year; sulfur; dioxide by 9.6 tons per year; and lead by less than 0.1: ton per year. Because the facil­ ity is’ located within the exterior incorporated by. reference, un­ less they are already part o f the administrative records for this permit or consist o f tribal, state or federal statute^ or régula­ tions, or. othe-r generally avail­ able referenced materials.
