member youth and elders. We
receive over 2,000 requests an­
nually to assist with fund-rais­
ing efforts of community and
charitable organizations. Due to
this large number of requests,
we have established the follow­
ing guidelines:
Donation or sponsorship of
activities or events with an em­
phasis on education, health,
safety and welfare.
Regional focus for donation
and sponsorship to groups, in­
dividuals or organizations lo­
cated within the local commu­
nity (Warm Springs) and ex­
tended local community (Ma­
dras to Bend).
If your group, individual or
organization is located outside

automatic approval for future

Legislators skeptical of
Spokane Tribe’s gambling plan
OLYMPIA, Wash. (AP) - A
proposed Spokane Tribe of In­
dians gambling agreement is
unfair to other tribes and rep­
resents a major expansion of
tribal gaming, skeptical legisla­
tors say.
The Eastern Washington
tribe is asking the state and fed­
eral government to end more
than a decade of legal chal­
lenges and approve the gaming
compact, which would make the
Spokanes one of the state’s larg­
est casino operators.
Tribal secretary Gerald
Nicodemus told lawmakers the
agreement allowing as many as
4,700 slot-style machines at five
sites would be a good deal for
both the tribe and region.
“This compact will be our
best chance to impact our tribe’s
future in a significant and his­
toric way,” Nicodemus told
House and Senate members on
Tuesday.
The state gambling commis­
sion has scheduled a public
hearing on the proposed agree­
ment Feb. 9 in Olympia. The
compact needs approval of the
commission, Gov. Chris
Grégoire and the federal gov­
ernment.
Lawmakers said the proposal
would be a dramatic expansion
of the $1.2 billion Indian gam­
ing industry in the state.
The Spokane tribe is the only
gambling tribe that has not ne­
gotiated an agreement with the
state. State and federal officials
contend Nevada-style slot ma­
chines in the tribe’s casinos are
illegal.
The proposed compact “re­
wards illegal operations and en­
courages a tremendous expan­
sion of gambling,” said Sen. Jim
Honeyford, R-Sunnyside.
Sen. Margarita Prentice, D-
Renton, predicted that many of
the 27 tribes that have gaming
compacts with the state will op­
pose the Spokanes’ compact. “I
think they’ll be really angry, be­
cause they are now,” she said.
The plan is a sign of a “new
and positive relationship” be­
tween the state and tribe,
Nicodemus said. Casino rev­
enues would pay for better edu­
cation for the tribe’s children,
better health care for its elders
and a diversified reservation
economy, he said.
Current law allows each tribe
to have a total of 675 slot-style
machines. Larger tribes can in­
crease that number by leasing
machines from smaller tribes.
