Siletz tribes support casino plan
In a letter addressed to
Stanley Speaks o f the Bureau
o f Indian Affairs, the Confed
erated Tribes o f Siletz Indians
have gone on record support
ing the Confederated Tribes o f
Warm Springs’ proposed resort
and casino at Cascade Locks.
Speaks is the Regional Director

The Confederated Tribes o f
Siletz Indians, in a letter dated
January 4, from Tribal Chair
man Delores Pigsley, “strongly
encouraged” the Secretary o f
the In terior to approve the
Warm Springs Tribes’ applica
tion to take the Cascade Locks
land into trust for a resort and
casino.
This show o f support is the
result o f government-to-govern-
ment meetings between the Con
federated Tribes o f Siletz Indi
ans Tribal Council, and repre
sentatives o f the Confederated
Tribes o f Warm Springs. Dur
ing these m eetings, Warm
Springs representatives pre
sented plans for the Cascade
Locks project, and answered
questions from the Siletz Tribal
Council.
Citing the project’s short- and
long-term benefits to Warm
Springs tribal members, other
Oregon tribal members, the
community o f Cascade Locks,
and to all Oregonians, Chairman
Pigsley stated in her letter, “we
feel that the Warm Springs
Tribe’s proposed Cascade Locks
casino will be good for the state
o f Oregon and all its people, as
well as a tremendous benefit to
the Warm Springs tribe and its
members.”
In addition to addressing
pressing social and government
needs on the Warm Springs
Reservation, the creation o f job
opportunities, and the creation
o f the Warm Springs Tribes/
Oregon Benefit Fund, Chair
man Pigsley’s letter also ad
dressed the environmental and
a n cestra l b e n e fits o f the
project.
“Through its perpetual pro
tection o f pristine lands in the
Gorge Scenic Area, its sustain
able design and construction el
ements and its funds for habitat
enhancements in the Gorge Sce
nic Area, the Warm Springs
project will result in enormous
environmental benefits to all
Oregonians,” Pigsley wrote.
Excellence award for finance
The Certificate o f Achieve
ment for Excellence in financial
Reporting has been awarded to
the Confederated Tribes o f the
Warm Springs Indian Reserva
tion o f Oregon by the govern
ment Finance Officer’s Associa
tion o f the United States and
Canada (GFOA) for its compre
hensive annual financial report
(CAFR).
The Certificate o f Achieve
ment is the highest form o f rec
ognition in the area o f govern
ment accounting and financial
reporting, and its attainment rep-
resents a significant accomplish
ment by a government and its
management, said Ray Potter,
the tribes’ chief financial officer.
The Award o f Financial Re
porting was presented to the
tribal finance department for its
award winning CAFR, said Pot
ter. The CAFR was judged by
an independent panel to meet
the high standards o f the pro
gram, including demonstrating a
constructive “spirit o f full dis
closure” to clearly communicate
its financial story and motivate
potential users and user groups
to read the CAFR.
“All o f the credit belongs to
the finance staff,” said Potter.
“Everyone worked diligently to
produce timely, accurate and un
derstandable financial informa
tion.”
Special recognition should go
to Judy Johnson, Alike Collins,
Adrian W hite and Jam ie
Burleigh who worked many
nights and weekends to produce
the award winning CAFR. Warm
Springs is fortunate to have the
most talented finance team in
the region, said Potter.
