My name is Justine D.
Aguilar, most people know me
by Tina. I was raised by my
grandparents Rose Kuckup and
Henry Kalama Sr. My mother
was Shirley Kalama Katchia (she
was married to Cy Katchia), my
father was Delton Switzler
(married to Maxine Winishut
Switzler), both parents and
grandparents are now deceased.
As long as I could remem
ber, my grandparents taught me
to know who our people were,
how we were related, how we
came from the Columbia River,
the way we were sent to live on
.this land. I've never forgotten
how hard it was living with al-
cohol in the home and how im
portant education was and still
is. How one has to work to get
ahead in life.

. My name is Garland Brunoe;
my Indian name is Sto-wy. I am
Wasco of the Dog River Band.
My father was Urban Brunoe
and my mother Mary Brunoe.
My grandfather was Jerry

tember 2002. I've seen and
heard a lot from family, friends
and co-workers throughout the
years. What our reservation
needs is change. Change for the
good. It won't be overnight but
we need hard working Tribal
Council members that have a
vision for the people. I am but
one person, but I will do my best
to support what would be in the
best interest for our reservation
and the tribal members. There
are so many issues that need to
be addressed but it'll take time
to work on them. A few I have
heard are: Senior citizens, em
ployment, and children pro
grams. I could go on and on
about these issues but we all
know it begins with the leader
ship of our tribes. It won't be
easy but there needs to be a
change.

father served on Tribal Council
in 1956-59. I completed my
education from Southern Or
egon College with a degree in
Business. I worked for Proctor
Vil
and Gamble, Warm Springs For
est Products Industries, Kah-Nee-Ta
and the tribal organiza
tion. During the past six years I
have been honored to serve as
your representative to the 21"
and 22nd Tribal Council. The
other council members gave me
an additional honor by selecting
me as Tribal Vice Chairman for
both terms. When Chairman
Olney Patt Jr. was hired as the
executive director for Columbia
River Inter-Tribal Fish Commis
sion, the Tribal Council honored
me again by selecting me to be
the Chairman for the balance
of the 22nd Tribal Council. I
have tried to work hard to earn
that trust.
Now I am writing to you be
cause Ted Brunoe nominated
me at the Agency District nomi
nations to be a candidate for the
23rd Tribal Council and I have
accepted. I am writing to ask for
your vote so that I can continue
to serve you as your represen
tative. The challenges we face as a
people are as great today as at
any time in our history. What I
have learned as a member of
the Council is that we can meet
these challenges if we have
open and responsive tribal gov
ernment, manage our limited
natural resources wisely, protect
our sovereignty and work hard
to increase tribal resources and
economic opportunities for our
members.
That's why I am proud that
more members than ever have
been attending the Chairman's
Round Table meetings I started.
Many tribal members have told
me that these meetings are an
effective way to keep informed
about what Tribal Council is
doing. I'd like to see these round
table discussions continue and
expand.
While our tribal revenues
have continued to decline be
cause of federal policies, which
punish Indian Country, I have
worked with the Tribal Council
and staff to manage our re
sources using reserves to ease

My name is Mike Clements.
My desire is to serve the Warm
Springs people once again on
Tribal Council. I am a resident
of the Agency District and had
the honor of serving on Tribal
Council from 1980 to 1986.
After my second term the op
portunity to advance in manage
ment presented itself and I de
cided at that time that was best
for my family.
Why do I want to serve again?
the painful cuts in services.
There is only one way to solve
this problem and that is to in
crease tribal revenue through
tough negotiation with PGE and
the State of Oregon.
I am pleased that our nego
tiations with PGE have been
successfully completed and this
means that Tribal Council has
concluded negotiations with
PGE for establishing an owner
ship interest for the Pclton
Round Butte generating facili
ties. Tribal Council has entered
into power sales agreements
with PGE that generate revenue
for us. This secures a revenue
stream vital to supporting tribal
government services.
The financing was completed
through the sale of revenue
bonds, which was completed in
October of 2003. To accom
plish this we had to get Congres
sional legislation passed that was
completed in 2001. We now own
33 percent of the Pelton
project.
Together, I know we can
manage our resources wisely to
build a balanced tribal economy
and well-funded social programs
to address the pressing needs we
know exist.
So while challenges are all
around us, I am optimistic about
our future. Today as in the past,
we need leaders who are hon
est, humble and hard working -we
need leaders with experience
in Tribal Council matters...
leaders who can work in unity
with others, but who are not
afraid to vigorously promote our
people's interests.
I encourage all eligible vot
ers to take the time to review
! the candidates and vote keep
ing in mind the challenges and
opportunities we face as a
people. I thank you for allowing
me to represent you in the 22nd
Council, and I would be most
humble to serve the people in
the 23rd Council.

Where have we heard the
phrase, "It's the economy stu
pid," or "We want jobs! Jobs!
Jobs!" It is said time and time
again but nobody seems to hear
the message. I believe the
Agency District must elect lead
ership that will work with Tribal
Council representatives from
other districts to move our na
tion forward in the area of eco
nomic development. I believe we
can do this so our nation can

start moving forward again and
in doing so create a positive fu
ture for the future generations.
This is what our past leaders did
for us and we must do the same
while we are here. This means
creating an environment where
opportunities for employment
exist and high quality of life
standards are the norm. I be
lieve it truly is as simple as lead
ership developing a plan and
then implementing that plan so
as to move our nation and
people in a positive diretion.
What needs to be done?
My concern now is, I low will
our nation continue a positive
local economy? This is of great
importance as this is what allows
our people today and the future
the ability to maintain a good
quality of life. You may or may
not know our tribal revenues are
diminishing and this is starting
to cause job loss, reduced com
munity programs and services,
small business to struggle and
as a final result lost opportuni
ties for our people. This trend
must be addressed and a plan
put in place to move us in a
positive direction. This will take
time, but if leaders will work
together and analyze what assets
and resources are available, a
plan can be generated that the
people can approve and the
implementation process started.
Each year we do nothing makes
the situation more difficult. As
always, education of our youth
is important and we must re
main committed to their growth
and development. If we do not,
our younger generation will
have no choice but to go other
places to secure their future.
This is happening in many other
communities around us. I firmly
believe our nation possesses
many resources that will keep
our future alive and well. Edu
cation, training and the desire
for lifelong work must remain
a reality. With these thoughts in

mind I believe we can work to
gether and make good things
happen.
I really believe we as a na
tion must concentrate on our
financial situation. However, I
believe that our nation has
stopped being a leader among
other nations and we tend to
follow or remain separate. This
causes negative results for our
nation as others take the lead
into court battles or with Con
gress that eventually have nega
tive results on our treaty rights.
We must be willing to participate
and lead when possible in re
gional and national organizations
and associations. As a sovereign
nation we have some real
strengths in our treaty that other
Indian nations do not possess.
Again, this is a great tribute to
our past leaders.

I have demonstrated the abil
ity to work with others to pro
duce positive results. I have the
ability to take lead roles or be a
team player that can work to
ward defined outcomes. I will
devote the time necessary to get
the homeland into a positive
position before going off to at
tend to other matters. I believe
we as a people know what needs
to be done, which is just taking
the time to work together to
develop a doable plan. I would
like to serve on the Tribal Coun
cil and help make a better place
to live. I would appreciate your
