Tribal Council announces vacancy at WSPE
The Tribal Council of the
Confederated Tribes of the Warm
Springs Reservation would like to
announce the following vacancy:

Article IV (plan of operations)
Section 1. Number The Board
of Directors shall consist of five (5)
directors. The number of directors of
WSPE may be increased or decreased
from time to time to by amendment
to this Plan of Operation. No decrease
in the number of directors shall have
the effect of shortening the term of
office of any incumbent directors.
Section 2. Classification and
Term of office.
(A) The members of the Board
of Directors shall be
divided into three classes,
designated Class I, Class II
and Class III as follows:
(3) Class II shall consist of two
directors, one of whom shall be an
enrolled member of the Tribe and one
of whom shall be a non-member who
is interested in the economic and
social development of the tribe and
its membership and who has
expertise in the field of energy or
related matters. Class II directors
shall have an initial term in office
expiring January 1, 2002, or until a
successor is appointed and takes
office.

On a cold Christmas Eve In a land far from home.
The very thought Brought a tear to my eye,
I dropped to my knees And started to Cry.
The soldier awakened And I heard a rough voice,
Santa don t cry, This life is my choice.
The solider rolled over And drifted to sleep,
couldn t control it, I continued to weep,
kept watch for hours, So silent and still
And we both shivered From the cold nights chill.

This guardian of Honor So willing to fight.
The solider rolled over, With a voice soft and pure, Whispered,
"Carry on Santa, It's Christmas Day, All is secure."
One look at my watch, And I knew he was right.
Merry Christmas my friend, And to all a good night."
This poem was written by a Marine stationed in Okinawa Japan. The following is
his request. I think it is reasonable...
Please. Would you do me the kind favor of sending this to as many People as you
can? Christmas will be coming soon and some credit is due to our U.S. service men
and women for being able to celebrate these festivities.
Let s try in this small way to pay a tiny bit of what we owe. Make people stop and
think of our heroes, living and dead, who sacrificed themselves for us. Please, do
your small part to plant this small seed.

business and affairs of WSPE shall

Board of Directors.
Section 8. Regular Meetings. A
regular meeting of the Board of
Directors shall be held annually on
the fourth Wednesday in the month
of March for the purpose of
reviewing the preceding calendar
year's operations, the transaction of
such other business as may come
before the meeting.

Christmas
events
coming in
near future
The Warm Springs Community
Wellness Center will host a number
of special events in December to kick
off the holiday season.
Activities celebrating the upcom
ing Christmas holiday will highlight
the December lineup, with family
oriented themes taking center stage.
On Dec. 5 the there will be a
Christmas tree lighting at 6 p.m. on
the front lawn of the community cen
ter. Christmas carols will follow the
tree lighting, along with refreshments
that include pie and hot chocolate.
The 25th annual Warm Springs
Christmas Bazaar is scheduled for
Dec. 9 from 10 a.m. to 4 p.m. The
popular Christmas bazaar is the larg
est in central Oregon, featuring doz
ens of booths and a wide variety of
locally made crafts.
Bargain hunters from throughout
the region anxiously await the annual
bazaar in Warm Springs, where
unique gift ideas create an ideal shop
ping atmosphere right before Christ
mas. More information about the ba
zaar is available by calling Carol
Allison at 553-3243.
On Dec. 12 the Warm Springs
Wellness Center will host the 2000
Fitness Challenge awards at a noon
luncheon. Tribal departments have
been battling it out to determine
which employees are the fittest of the
fit and the awards luncheon will mark
an end to this year's competition.
The wellness center will also host
a family craft night on Dec. 13 and a
last minute Christmas Bazaar on Dec.
21.

Sixty-five public and private
nonprofit groups will receive nearly
$ 1 1 .5 million in grants from the U.S.
Department of Veterans Affairs (VA)
to develop or expand programs to as
sist homeless veterans.
"Getting homeless veterans off
the streets, addressing their health
care needs, and getting them back to
gainful employment is one of VA's
top priorities," said Acting Secretary
of Veterans Affairs Hershel Gober.
"We've always known through, that
we cannot do the job alone. These
grants will mean that more homeless
veterans will get the help they need.
Furthermore, we are doing everything
we can to get these funds distributed
to keep homeless veterans from fac
ing another winter on the streets."
The Homeless Providers Grant
and Per Diem Program allows VA to
assist public and private non-profit
agencies to establish and operate new
supportive housing and service cen
ters for homeless veterans. Grants
may also be used to purchase vans to
conduct outreach or provide transpor
tation for homeless veterans. Since
the first year of funding in 1994, VA
has awarded 243 grants to nonprofit
organizations. Total funding for
grants has exceeded $50 million.
"Currently more than 2,000 vet
erans sleep each night in beds already
funded under VA's Homeless Provid
ers Grant and Per Diem Program, and
approximately 1,500 more beds are
in the pipeline," said Gober. "This
year's grants will create 995 new beds
and fund 65 new vans to conduct out
reach or provide transportation for
homeless veterans."
While there is no true measure
of the number of homeless veterans,
it has bees estimated that more than
200,000 veterans may be homeless on
any given night. About one-third of
the adult homeless male population
and nearly one-quarter of all home
less adults have served their country
in the armed services.
In addition to the Grant and Per
Diem Program, VA is the only fed
eral agency that provides substantial

less persons. In 2000, the VA dedi
cated nearly $150 million to its spe
cialized homeless programs, includ
ing health care, rehabilitation, out
reach and counseling programs for
homeless veterans.
VA will also reach its 2000 goal
of supporting 200 stand downs across
the country. These 1-3 day safe ha
vens for homeless veterans provide a
variety of services including food,
shelter clothing, and a range of com
munity and VA-specific assistance.
Stand downs also provide health
screenings, referral and access to
long-term treatment, and benefits
counseling.
"Like many of VA's homeless
programs, stand downs would not be
possible without support from com
munity and veterans service organi
zations. We're a team. The grant and
per diem program is an integral part
of that teamwork," said Gober.
"This year's grants, ranging from
$12,000 to nearly $1 million, will
provide up to 65 percent of the cost
of acquiring or renovating facilities
that will be used for housing, for ser
vice centers, or to acquire a van to
transport veterans to needed ser
vices," added Gober. "As a result of
the new programs we fund today,
many veterans who find themselves
homeless now will be able to obtain
services in the community that will
lead to a better life."
