Jefferson Country voters will have a chance to remedy the situation on May 16 when they vote on a new library district. Library supporters say this is the most responsible long-term solution to the problem. To realize the seriousness of the problem, consider that the Jefferson County Library has a current budget of $ 1 33,300 while Crook County has ' budgeted $505,000 for its new library operation. The Jefferson County Li brary is operating on a budget of about $7.68 a year per person in the county. In comparison, the Slate of Oregon average for libraries is $24.25 per person. A temporary $50,000 grant from the state is contributing substantially to the library fs viability over the next year. However, the grant expires in the middle of next year. Without the grant, the library will face grave challenges. The library director is the only full time employee. Other employ ees don't work full-time and do not receive benefits. Volunteers play an important part in helping the library be a viable operation. Due to funding problems, the library had to reduce the hours of operation by 8 percent in 1998-99. Sandra Jackson, a Warm Springs resident serving on the Library As sociation, explained that the library operating levy for Bend is 55 cents per $1,000. "The proposed levy for Jefferson County is fairly low, pro viding for a modest budget," Jackson said. "Supporters of the Jefferson County Library arc proposing a dis trict with a rate of 43 cents per $ 1 .000 of assessed property value. The levy would provide around $348.5000 for library operations." The proposed library district in cludes the 509-J and the Culver school districts. The proposed district covers most of Jefferson County with the exception of a large section of Crooked River Ranch. With voter approval, the new li brary district would provide a num ber of services. Sandra Jackson said, "In the past, because of budget rc-strictions-the library has not been able to go outside the building for services. Now there are funds set aside for outreach programs for Warm Springs and Culver." Jackson continued, "There would be book drops, and a children's librarian will travel to locations for story times." When asked how she got involved with the library board, Sandra said she became involved through her friendship with several ladies on the board."Whcn Rebecca Hcndrickson left, she recommended me to till her position on the board." Jackson is the first person from Warm Springs ever appointed to the library board. the Jellerson County library serves people in many different ways. The library circulates thousands of books each year. Many different groups and boards use their meeting room, free of charge. The library also offers the popular children's reading program, Spanish story time, and access to the internet along with computer services. If the levy passes, a library district board of directors will be elected at the same time. Sandra Jackson is one of .six people running for the five positions. The lop five vote getters will be elected. Sandra Jackson is the wife of the Confederated Tribes Secretary-Treasurer, Charles Jack son. She is a self-employed consult ant. Others running for the board includes Marie Glenn, an educational assistant at the middle school, Stephen Hillis. a teacher at Madras High School. Janice Alexander, a teacher at Warm Springs and Madras, Susan Stovall, a dance instructor at High Desert Dance Studio, and Leslie Wcigand. Of the six candidates, only Stephen Hillis is not a member of the Jefferson County Library Association Board of Directors. Sandra Jackson urges everyone to vote yes when they mail in their ballots. "A library is an important part of any community, and with Warm Springs not having its own library, it is even more important for us to get this levy passed." Jesus is there to help us make good choices To the editor, Hello from Pastor Rick. I heard a story the other day. Late one moon lit night, I was walking down the sidewalk. There was a light smoke in the air. I suddenly felt something amiss. I looked over my shoulder to see is anyone was behind me. Off at a distance, I thought I saw something or someone also on the same sidewalk going in my direction. I turned my head back and quickened my pace just a bit. After a moment, I looked again over my shoulder and saw that it was a not a someone behind me, but a something,, a tall box shape, making a bumping sound coming down the sidewalk toward my home. Over my shoulder again and I saw that the box shape had gained dis tance on me and was now clearly to be seen as a coffin bumping and jumping down the sidewalk towards me. I was suddenly overcome with a wave of fear that put great speed into my feet as I ran down the sidewalk towards my home. All the while the sound of the coffin bumping down the sidewalk getting closer to me. I got to my front door and closed it behind me with the coffin at my steps. In a moments the coffin came crashing through the front door of my home. I ran up the stairs to my bedroom with the coffin right behind me. I slammed my bedroom door shut with the coffin what seemed the same moment crashing through my bed room door. I jumped across my bed and ran into my bathroom slamming the bathroom door shut. The coffin burst through the bathroom door with pieces flying everywhere. I reached into the medicine cabinet and grabbed a bottle, I looked for a moment at the bottle and saw it was my cough syrup. I threw the bottle at the coffin, sud denly the coughing I had stopped. IHS & CHET Team up 12 i5i, N the Health of it! The Warm Springs Health and Wellness Center (IHS) has been sub mitting articles for over a year. We have had each department and doc tor write an article. We hope this has helped you with some health infor mation and get to know more about the different departments here at the clinic. We plan to continue with submit ting articles in every other issue of the Spilyay and in the other issues, there will be an article specifically directed at womenfs health.
