This is my own opinion as a tribal member, not as an employee or anything else. I don't like to sound negative but sometimes that's what it takes to get people's attention. Remember we were told there would be three ref erendums: The first was to decide if we wanted gaming. We said yes. The second voting was to decide if we wanted to continue gaming. We said yes. My understanding is this third vote on May 25 will be asking us if we want to build a casino in Madras. THAT IS NOT WHAT WE WERE TOLD AFTER THE SECOND VOTE. COUNCIL WAS TO ASK US WHERE WE WANTTO BUILD. If they ask us on the ballot if we want to build in Madras, it appears to many tribal members that there is no choice in the matter. Our tribal members have the right to decide where to build-after all it's our money that will be financing the enterprise. Let's look at some of the reason's why we should build on the reservation. ( 1 ) It is within the boundaries of our reser vation. (2) If it's our own trust land, we don't pay taxes on it. I had family and friends who stepped up and helped Alice and I. We was in need and the people showed their love and kindness! I was surprised & proud. I was never raised by my parents. (5) There is more space on the rez in case we want to expand to more accom modations such as a hotel, restau rant, customer parking, RV park, truck parking, etc. (6) We would be making six times the amount we are now making at Indian Head. (7) The place proposing to build in Madras contains only 8.69 acres. That' s about the size of where the clinic complex is located. If we built at the Madras site, beside being a small space,' when we decide to expand, which we will, the land around our land there belongs to private landowners. In that case we would be forced to either buy (at a very high price) more land, or lease land from lease land from these pri vate owners. Why should we do that when we have many other potential sites on the reservation? We would be creating employment for people other than our own tribal members, and boasting somebody else's economy instead of our own. Our tribe has done business in Madras for over 100 years. They have been called into council on this and explained that it's called "selective enforce ment." Ask your student how heshe feels about going to school there. There have been Madras businesses that have the gall to call the tribal office to ask when bonus was com ing out and how much it was so they could "stock up" their stores.
