questionnaire, you are provided numbers
for Tribal Programs such as Head Start,
1 Low Energy Assistance, Health & Hu
man Services, EldcrCare and many other
programs.
' When answering your Census Ques-
' tionnaire, please remember the following
points:
1. If you want to be counted as "Indian"
j mark yes to that answer and mark "No" to
i the "Are you Hispanic" question.

3. In the race box, you may want to
mark only that you are Indian. We do not
know what the multiple race answer will

4. When you mark your tribe, you
may want to mark only the tribe you are
specifically enrolled, i.e. Warm Springs
Confederated Tribes. Many tribes are
made upofmanysmaller bands and to list
the smaller bands may add tot he confu
sion of exactly what tribe you are when

with the passage of Resolution No. 9832
on January 23, 2000. The Bureau and the
Confederated Tribes Construction De
partment estimate that the cost to con
struct these projects Is approximately
$3,300,000. Five members voted (heir
Sproval, I member abstained, and the
lairman did not vote.
PGE and the Tribe have been en
gaged in settlement negotiations to reach
agreement for the past 18 months in the
relicensing of the Pelton Project. PGE,
the Tribe and the Department of Interior
have now reached agreement on all es
sential terms of settlement covering
ownership and operation of the project
from expiration of the current license
through the next license period. The Tribe
Council finds that the proposed agree
ment will be a substantial benefit to the
Tribe and its members. The Tribal
Council framed the referendum ques
tion and set March 28, 2000 as the
election date with the passage of Reso
lution No. 9835. With 9 members con
stituting a quorum, 8 members voted in
the affirmative on February 1, 2000,
with the chairman not voting.
Resolution No. 9836 approved a
budget of $450,000 for calendar year
2000 activities associated with the
settlement process of the Pelton Project.
The funds are to be drawn from funds
reserved for that purpose by WSPE. With
9 members constituting a quorum, 8
members voted in the affirmative with
the Chairman not voting.
On February 7, 2000, with 6 mem
bers constituting a quorum, Del vis Heath
was designated the voting delegate for
the Intertribal Timber Council. Vcmon
Henry was named the alternate delegate.
If both should be unavailable then the
2nd alternate delegate will be Jody
Calica. Resolution 9837 rescinds Reso
lution No. 9633 adopted January 12,
1999. Five members voted in the affir
mative with the chairman not voting.
Resolution No 9840 was passed on
March 13, 2000, by an affirmative vote
of 7 members with the chairman not
voting. The action authorizes the
Secretary-Treasurer to apply for grants
and other available contract funds from
ANA to support the Culture and
Heritagefs programs. The resolution
identifies two areas. (A) Under the ANA
grant, category II, Design for Imple
mentation Grants and (B) For the
Tri-lingual Fluency Education at Warm
Springs. The latter is a Culture and Heri
tage department project designed to
strengthen our peoplefs traditional val
ues and cultural heritage by facilitating
the learning of our three traditional lan
guages of Warm Springs. In the resolu
tion, Tribal Council noted that The
Peoplefs Plan (Comprehensive Plan for
the Year 2020) states the importance of
maintaining and preserving our lan
guages and how it contributes to the
development of healthy families and
communities.

dents of Mountain View Nursing
Home. We who work here are used to
death when it comes for our elders,
but it's different when it comes from
one so young and vibrant.
Melissa came here one day a week

she spread alot of cheer. She was
always smiling arid "jokin round" as
she called it. She really enjoyed what
she was doing and enjoyed helping
her elders. She always made sure she
made enough fry bread to share with
the staff and her favorite residents.
She liked to come to the dining room
and pass out any extra to those eating
there. They were always glad to see
her and her smile.
We were proud to be introduced
to her son Eugene. He came to help
her sometimes. He is a delightful
young man. I hope he knows how
much his mother loved him and how
proud she was of him. We will miss
seeing him.
Melissa is missed and her loss is
felt by all who knew her, no matter
how briefly. We miss that smile and
her laughter. It is hard to realize that
smile, that infectious laughter is gone.

Tribal members expresses personal feelings-
This letter is to ALL family and
friends expressing my own personal
feelings. I come from a fairly large
family. I am the youngest of my
father's children (Marvin Meanus,
Sr.) and 5th of my mother's (Nola
Queahpama). My sister's are Eliza
beth "Betty" Nason of Wapato, An
drea (Meanus) Kalama, Marvena
Meanus, Madene Meanus, Marva
Meanus, Celia Berry, Bobbi Jo Berry,
Jessie Adams and the late Marilyn
Meanus. My brother's are Marvin
Meanus, Jr., Marcal Meanus, Michael
Meanus, Billy Jo Berry, Buzzy Joe
Berry, Lydell Adams and Osacar
Queahpama. I have one brother that's
been mentioned of from Korea, Kim
Meanus (unsure of last name) that I
hope someday to meet. And one sis
ter Evelyn Gilbert, in all these years
we've known each other I've just
known her as a friend. Of all us, there
are eighteen brother's and sister's. I
am not as close to all of you as I wish
to be. Or, we don't see each other as
much as we should. There are some
of us who don't know the names of
all our children. I know that in time I
want my kids to know who all their
family is (aunts, uncles, cousins, etc.).
And, we cannot catch up what was
missed but we can live what we have
now. There is always talk about how
we aren't close to each other even
though we are brothers and sisters.
But, what really counts is that we
know we are brother's and sister's.
Our past is very vague to me being
the youngest of my father's children
and the people I would like to thank
are my mom, Sister Annie and my
Aunt Hilda. I have a lot of questions
about my brothers and sisters and
what they know they give to me. I
grew up mostly with my mother's
family, and our lil families try to stay
in touch as much as possible. There
are so many people who are impor
tant to myself and my lil family.

and Beatrice Scott they all helped
raise me and to this day are still a big
part of my life and my children's
(these are only a few mentioned). My
aunts, uncles, cousins, niece's, neph
ews, etc.AU of my husband's fam
ily, the Bagley's. all of you are a part
of us and mean so much words can
not say what the heart feel. No matter
how far away you are, I always think
of you, my heart and mind are always
open to you. Just so you know the
smallest conversation, a hello, a
wave, a smile, a phone call, even just
a glance means something. That's
what I had with Marilyn. We had the
best time together w hen we said hello.

It took me along time to write this

this, I knew for sometime now, I just

funeral for the whole family to be
together. I know we are all in our
own little worlds raising our own
families but we need to remember
we are all that we have and we need
each other. What would we have
without a family? We have so much
family and so little time let's not
waste it, because of our differences
in the past and because we don't
know each other.
As formy fiends, I shouldn't have
to explain myself to some of you
already know. I have been attending
to my responsibilities, a husband,
two kids and a stepson (from
Chiloquin) and they are priority to
me, I do what I can for them. I have
all their schedules to work around as
well as my own. I keep busy as much
as possible with a lot of their activi
ties as well as my own. I spend as
much time with them as I can. I
mentioned above to my family that
even though we don't spend time
together a phone call, wave, smile,
hello or a hug, do mean something.
So, please don't take things personal
because I am not giving you my full
attention. You should know that I do
care about you, please don't think
that you don't matter to me, because
you do it's just that they are most
important and priority over anything
or anyone else.
We haven't put much effort into
what I mentioned above (to all of
you) but I guess we have to start
somewhere. And from time to time I
do realize how much I miss all of
you. This wasn't written to offend
anybody, and I am sorry if I didn't
mention some names but when I put
this on paper it reflects on all mv
famih and friends.
And, I don't expect a 360 to be
done, but, a change of heart in the
slightest makes a difference. When I
wrote this I didn't do this to benefit
my own lil family, I did this because
we all deserve and have the right to
know who our family is. And, friends
we need each other as much as fam
ily because we are family in another
way. If it doesn't benefit all of us,
who's loss is it?
