The long-awaited dream of the
Iron Triangle Chapter of the
Oegon Korean War Veterans
Association became a reality on
July 16th with the dedication of
the grou's memorial to those who
served and sacrificed furing the
Korean War. The didication of
the black polished granite me
morial was attended by more than
1 50 veteans of various wars, fam
ily members and friends.
The memorial is locatie on the
park-like grounds adjacent to the
Oregon vetrans Building which
houses the Oreon Department of
Veterans Affairs. The Depart
ment is locatie at 700 Summer
Street, NE, Salem, Oregon.
Salem Mayor Mike Swaim
and Keizer Mayor Bob Newton
welcomed dedication attendees.
Representing the Oregon Army
National Guard at the event was
Colonel Douglas pritt. Also in
attendance was Wally Carson,
Chief Justice of the Oregon Su
preme Court. ODVA Director
Jon MAngis provided the key
note address.
A US Marine Corps Guard
provided appropriate honors for
the ceremony. Also participating
in the event were members of the
junior Reserve Officers Training
Program From North Samel High
School.
The Memorial was dedicated
in part to two recently deceased
members of the Iron Triangle
Chapter, Lt. Col. Stanley Adams,
a Medal of Honor recipient, and
Dewey Rand.
The Ceremony marked the
completion of a project begun
four years ago. The $26, 000
memorial project has been fi
nanced with private donations of
labor, materials and funds.
Lowen Construction Company
of Salem contributed the archi
tectural design work. The 1 249th
Engineer Batalion of the Oregon
Army National Guard provided
the site preparation and concrete
work.
WallingSandandGravel con
tributed the concrete and assisted
in the foundation and walkway
construction.
Iron Triangle Chapter presi
dent Ron Stevens praised the
work of Memorial Committee
members Bob Osterlund, Glen
Jones, Arvin Hancock, and Dave
Crockett. "I'm very proud of
them, they did a great job and the
result of their dedication is this
beautiful memorial," said
Stevens. "We wanted to get this
memorial built before all of us
were gone, and thanks to the
Committee's work, we have
reached that goal."

ciated with the construction

NAPOLS to conduct survey
Warm Springs Housing Authority update-
The Warm Springs Housing De
partment would like to provide the
following information as an update
to local activities and progress.
New staff:
In December 1999, Carol Craig
transferred from the Tribal Resident
Specialist (RSS) to the newly estab
lished Collections Officer. Melissa
"Missy" Scott has been hired to fill
the Tribal RSS position and is sched
uled to start January 24, 2000.
Tribal 1999 Accomplishments:
Thirty rental units remodeled and
then were rented out. Three "quads"
on Deer Loop painted. The access
roads to the Simnasho Sr. Units have
been reconstructed to improve ac
cess. HUD 1999 Accomplishments:
Twenty-three rental units remod
eled and then were rented out. The
20 Sr. Citizens units were painted and
the nxfing was replaced. C.R. Bcgay
was hired as the HUD RSS. The
HUD "Demo Project" with the Tribal
Credit program selected ten tribal
members to receive a $10,(XX) grant
that was used as a down payment for
their own home.
Mutual Help 1999
Accomplishments:
The Tribal Construction Depart
ment started construction on four
new homes in the Greeley Heights
area. In December site work was
started for the next six houses in
Greeley Heights. Two homcbuycrs
complete the Mutual Help program
by com pleting their financial obli ga
tions and conveyance of the homes
is pending. Two mutual homes re
modeled and new homcbuycrs se
lected. Senior Citizen Home Repair
Program:
Thirty-seven Tribal member se
niors who own their homes received
assistance from the program with
home repair (plumbing, roofing,
wood stoves, handicap ramps, win
dows and minor repairs). Lxe Tom
w as hired to coordinate this program
and the BIA Home Improvement Pro
gram. Collections Officer:
Carol Craig has been hired to help
alleviate our tenants accounts re
ceived problem (backdelinquent
rent). We have a large number of ac
counts that were left owing the Tribe
rent money. Tribal members, non
members and Non-Indians currently
owe the Housing Department in ex-

cess of $500,000. These accounts
vary in age as some date back to the
1970s and continue to grow as the
Housing Department has enforced
the collections on rent. Some of these
accounts are in probate and proce
dures will need to be followed. The
Housing Department under the cur
rent tribal code is authorized to pur
sue collections through Tribal Court.
Housing Department has had an
initial meeting with the Tribal Pros
ecutor regarding collections, jurisdic
tion over non-members and other is
sues. 2000 Indian Housing Plan:
The Housing staff is currently
working on the draft of the 2000
Housing Plan. Once the draft has
been completed a public posting will
be done to receive comments from
the membership. Once comments
have been received and considered,
a final plan will be submitted to the
Tribal Council for their approval. As
sx)n as w e receive approval from the
local Housing Authority and concur
rence from the Tribal Council the
plan can be submitted to HUD office
of Native American Programs for
their approval. As soon as HUD ap
proves our plan we will be allowed

Year 2000:
Our department has endured fi
nancial hardships and not until 1999
have we had a glimpse of the light at
the end of the tunnel. Our staff w ill
continue to repair and remodel units
and get them filled as soon as pos
sible. We have hope to complete the
painting project stared on Elk Loop,
Deer Lcxip. The Housing Department
continues to operate as a "break
ev en" entity. We spent approximately
$ l(X),0(X) on rental renovations, car
pel, windows and appliances in 1999.
A second "Demo" project for 10 pro
spective Homcbuycrs was announced
and the Credit Department will make
selections soon. We have high hopes
as to improving our service but
change comes slow and often only
after clearing many hurdles. The
Housing Department would like to
thank those tenants that strive to stay
current and those tenants who notify
us of problems or situations that can
be detrimental to the safely of their
family.
