Winter snow storm blankets reservation Winter season to close Jan. 31 , 2000 18, 2000 The Compact states of Oregon and Washington agreed with the Columbia River treaty tribes on open ing the commercial setline fishery in Zone 6 (Bonneville, The Dalles, and John Day pools). Zone 6 Winter commercial setline season: Opens noon on Saturday, January 1, 2000. All three pools are open. Only setline gear may be used. The fishery will close noon on Mon day, January 31,2000. Area: Bonneville, The Dalles, John Day pools. Restrictions: Hook size must be 90 or larger. Tribal fishers are en couraged to use circle-hooks and avoid J-hooks. All river mouth and dam sanctuaries remain in effect. Allowable sales: The allowed sales during the winter sturgeon setline season will be restricted to sturgeon. Chinook and Steelhead may not be sold. Sturgeon size limit: Sturgeon be tween 4 feet and 5 feet in length maybe sold commercially or kept for subsistence. Sturgeon catch guidelines: The sturgeon catch guideline for the year for Zone 6 pools are as follows: Bonneville Pool, 1,300; the Dalles Pool, between 1 ,000 and 1 ,200; John Day Pool, 1, 160, for a total guideline of between 3, 460 to 3,660. Saffold fishery: The scaffold fish ery remains open year-around. Scaf fold catch of sturgeon maybe sold during open commercial fishing pe riods. More snow is perdicted for the weekend and for next week as well. Application being processed The Confederated Tribes of Warm Springs intends to access federal funds to upgrade the wastewater treat ment facility on Shitike Creek. A loan and grant application is being processed through the US De partment of Agriculture's Rural Utili ties Service (formerly known at Farmers Home Administration). Grants are also anticipated from the IHS and EPA for the project The facility upgrade is needed to comply with tribal and federal envi ronmental laws, and to support the community's ongoing growth. Total cost of the project is ap proximately $3 million. Grants should total $1 million. The low in terest loan would be in the 3 to 4 range.
