have recommend this change. Con
solidating committees would en
courage a more "holistic" approach
to community issues.
Some of the other suggestions
were to completely analyze the fea
sibility of contracting the remaining
BIA and IHS functions at Warm
Springs through P.L. 93-638, and
adopt a "Gaming Profits Investment
Code" to set out how profits from
gaming enterprises are to be allocated
and invested.
Another recommejidation made
by the Secretary-Treasurer and Chief
Operations Officer, and adopted by
Tribal Council, was that excess rev
enue be earmarked and reserved for
future budget years since it is likely
there will be serious revenue short
falls beginning in 2002.
Although $23,115,636 has been
appropriated by the Tribal Council
for the year 2000 Tribal B udget, other
funds also impact the community.

When funds provided by other gov
ernment entities are calculated, the
total budget is $43,446,136. As an
example, the Tribe contracts with the
Bureau of Indian Affairs for
$5,441,172, Indian Health Service
for $4,398,165, and $4,459,235
comes from other state and federal
funds. The 10 Forest Management
fees total $2,100,000, and Tribal
, Department income totals
" $3,190,754.
As the Tribe moves into the 21st
century, we will continue to try to
diversify our economy. We are ex
ploring our options in gaming, and a
decision will be made soon as to
where we will build another casino.
When a larger casino is on-line, it
will relieve some of the pressure on
other sources of revenue. Until we
have a more profitable casino or until
we develop a more diverse economy,
the Tribal budget will remain near
zero growth.

George continued.
According to Dorothy George, the
idea for Pebble's Teepee Palace,
came from Sam Wahsisc, her boy
friend. "He encouraged me to start
an Elvis Presley fan club and placing
it in the Warm Springs area," George
said. Wahsisc, also talked her into
entering her beaded Elvis Presley
purse into the Postage Stamp Art
Contest in Graceland.
The entry won Artist of The Cen
tury with the one of a kind beaded
Eurse. Sam Wahsisc called it "Pebbles
ream."
The idea of a business had been in
Dorothy's mind for a few years. Ev
erything started when she was able to
afford and complete the required
small business class. After complet
ing the class, Pebbles decided to go
with the business matching grant to
continue her dream.
After completing and waiting for
paper work to go through, George set
up Pebble's Teepee Palace retail
shop, specializing in Elvis Preselcy
memorabilia.
Elvis Presley's fans in Warm
Springs and the Central Oregon area
won't have to travel far to purchase
that special Elvis gift.
Pebble's Teepee Palace will soon
offer that hard to find Elvis music
plus many other exciting Elvis
Presley's memorabilia. The store
currently carries many Elvis Presley
items. Some of the items include
Elvis posters, Elvis photos, Elvis pil
lows, and Elvis T-shirts, etc. For
more information about the business

Vehicle fire ruled electrical:
On November 30, 1999 at about

On arrival, the burning vehicle
was discovered to be an unattended

the Oregon State Police Arson unit

In a sigh of relief, police officials

A well known Warm Springs

Rita Squiemphen is owner of the
Twice As Nice thrift store that opened
in the Warm Springs Plaza on Friday,
December 10.
The store offers second hand

exciting time to be involved with the
PAC. It's a great way to learn about
the corrections system and how a
project of this size comes together.
And, of course, it's extremely help

we're hearing effective feedback

Persons interested in being ap

may contact Brown at 54 1 -325-5500.
Completion of a nomination form
that includes authorization to perform
a criminal history check is required
prior to consideration. Members of
the committee should be able to at

hours in length, and allow time for

On the streets:
Motor vehicle crashes usually lead
the pack on incidents reported this
time of year, as the roads turn icy. It
was however noted that a few of
these accidents have occurred as a
result of the new stop sign posting at
the Hollywood and Tenino road in
tersection. ! In the people category; domestic
disputes and assault & battery inci
dents are on the rise, as cold weather,
the holidays, and just being cooped
up tend to bring out the worst in us.
A total of six domestic and eight
assault & batteries were handled over
, the past several weeks.
Community Policing Update:
1 The division has certainly been
busy gathering statistical informa

Juvenile Crime report:
In a report pending to the Tribal
Council, police officials have com
pleted a report the covers the last
three years on incidents involving
from the Warm Springs Police Department
thrift store on opening day
churches in Po'rtland.
If the business does good, Rita's
plans are expanding the thrift store
and also offer some used furniture. If
this happens it would have to be
larger building. Twice As Nice thrift
store hours will be from 10 AM until
6 PM Monday through Saturday. The
store is closed on Sunday's.
For donations of infant or any
other type of clothing, please contact
Rita at 553-1783. Twice As Nice
thrift store is unable to take con
signments. juvenile's with the associated costs
of damage, repairs, etc.
Overall, the total number of inci
dents involving juvenile's are on the
decline while the number of more
serious offenses are on the rise.
The total cost of damage to the
community has also shown a tre
mendous increase over the past few
years.
Graffiti, window repairs, door re
pairs, plumbing, electrical and
streetlights carry the majority of these
costs.
McGruff Speaks:
Howdy friends! Snow will soon
be flying as we continue our path
into December. Please be very care
ful when out and about. This applies
whether you are driving, walking, or
jogging. If you are out walking or
jogging, consider wearing brighter
colored clothing so you can be seen.
Planning a trip? Please give your
self additional time to get to your
destination. It is certainly better to
get there safely then not to get there
at all. Make sure your vehicle is
travel ready.
Stay Safe & Happy Holidays
Mc Gruff.
