Initiated in April, the certificates generated such interest that federal offi cials can't keep up with requets. About 22 million veterans and federal civilian personnel who served during the 46-year Cold War are eligible. For certificate purposes the Cold War spans the period Sept. 2, 1945, the date Japan surrendered to end World War U, to Dec. 26, 1991, when the Soviet Union fell apart. The certificate is symbolic, and no financial reward is involved. Defense officials say that appli cants should expect to wait up to four months to receive their cer tificates. About30,000havebeen distributed so far. Efforts are also underway to honor Cold War veterans with medals and victory celebration. Texas Sen. Stahi, 62, of rural ,Wapato went to the Creator at Toppenish, Washington on Au gust 19, 1999. Mr. Stahi was born August 24, 1936 at Spearfish, WA to William and Elvina (Palmer) Stahi, He lived in Warm Springs, OR and attended high 'School at Madras, OR. Leroy moved to Satus, WA in 1954 to live with his mother. He later mar ried Caroline Smartlowit at Toppenish, WA on July 31. 1959. He was employed as a housing inspector for the Yakama Nation. Housing Authority for several years. Stahi was a member of the Confederated Tribes of Warm Tom Frank Begay, Sr. passed away August 20, 1999 at Broadview, Saskatchewan, Canada. He was participating in one of many interests at the time of his death, powwow dancing. He was proud and honored when asked to be the American flag bearer during the grand entry of the pow wow. He had been traveling with his wife and grandson. The week end prior to his death won first place in the Senior Division at Ft. Hall, Idaho powwow. Mr. Begay was born July 17, 1934atSanostce, New Mexico to parents, Ruth Atcitty Begay and John Frank Begay, , Tom married Fern Queahpama on December 5, 1964. They re sided in Simnasho until his pass ing. Begay was employed over 20 years for the Bureau of Indian Af fairs. , Kalika Leidame Eastman, age 8 months died September 6, 1999 due to Sudden Infant Death Syn drome. Kalika, which means rose bud, was born December 22, 1998 in Portland, OR to parents Corinne Tue Fawn Day and Jake Buffalo Horse Eastman. Major Health Care Reform Package Clears House Veterans Affairs Committee The Veterans' Millennium Health Care Act. H.R. 2 1 1 6, was approved by the House Commit tee on Veterans' Affairs Thurs day, clearing the way for full House actin. Committee Chair man Bob Stump (R-AZ) and Rep. Lane Evan's (DLL), the Ranking Democratic Member, praised the bipartisan work that went into H.R. 2 1 1 6. It is a major reform package that requires the VA to maintain long-term care for 50 percent service-connected vet- erans, and veterans needing care foraspecificservice-relatedcon- dition. It would require other veterans receiving long-termcare to make co-payments, based on the ability topay.H.R.. 21 16also would set conditions under which the VA could close an obsolete, inefficient hospital and re-invest savings in new outpatient clinics and offer improved services for the veterans affected. It autho rizes priority VA care of veter ans who were awarded the Purple heart for injuries sustained in combat, and VA care of TRICARE-eligible military re tirees not otherwise eligible for priority VA care.
