Greetings Warm Springs
Community! I would like to
respectfully request a little of your
time. I am coordinating the Fire &
Safety and Home Safety Poster
Contest for the Warm Springs
Housing Authority. I am seeking
contestants, ages Kindergarten
through the 8th grade.
The Poster Contest is to allow our
students to send a message to be Fire
Safe in their homes. Amerind Risk,
Inc., whom we carry our home
insurance with, hold a Nationwide
poster contest for all students K-8.
The Warm Springs Housing
Authority is very honored and proud
of Warm Springs regional champion
winner for 1997 (Shayla Smith). We
are very proud and confident that we
have other students who can go just
as far.
The deadline to turn all posters in
is July 2, 1999. Entries should not
exceed 11" x 17" in size. Amerind
recommends that posters be drawn
horizontally on letter size paper (8.5"
x II").
The first place winner will be
awarded $25.00 and there will be
other prizes and awards. See
contestant rules and entry form. All
entries must be original and created
by the child using crayons, markers
or paint. Posters drawn in led pencils
will not be accepted.

July, 1999, at 1:30 p.m. This hearing has been
scheduled at the request of Juniper Auto for the
following reasons: Overdue Account.
You are hereby required to appear at this time

to resolve this issue, in order to prevent further

To my friends and family. I'm
sorry I haven't wrote back to anyone.
The girls have been writing to every
one. The reason why I haven't writ
ten to anyone is because I've been
taking classes since September. Right
now I'm taking two classes but the
hours are kind of long. Two days out
of the week I go to class from 3 to
7:30.
The land down here is really nice.
There are a lot of fruit trees. There
are a lot of black berry bushes.
The girls have been picking cher
ries lately. They will be starting sum
mer school next week. I forgot to pay
my phone bill so my phone will be
shut off for about one week. One day
the girls came back from school and
said the whole school couldn ' t go out

How Disability Compensation Works

Service-connected disability
compensation, or "comp," is a
available to veterans with physical
and mental disabilities (which VA
often "conditions") incurred during
their military service or made worse
by their service. The compensation
process can become complicated, We
nave therefore devoted a large section
of our guide to help you file a claim.
A service-connected disability
does not have to be combat-related, it
just has to be connected in some way
to your time in service. Your disability
must be recognized by VA as service
connected before you can receive
compensation benefits. Income and
assets do not affect the amount of
money received for service
connected disability.
There are five ways to obtain
service-connection for your
disabilities.
You have a condition (disease
or disability) that can be linked to an
injury that happened during service
or a disease you suffered from in
service.
You suffer from a disease
with symptoms that began shortly
after discharge, usually within one
year, and VA considers that disease
to have begun during service.

The Center For Minority Veterans
(CMV) was established under Public
Law 103-446 on November 2, 1994.
The goals and objectives of the Center
are;
0 To promote the use of VA
programs, benefits and services by
minority veterans,
To evaluate current programs
and make recommendations on how
the VA can better serve minority vet
erans. Mission
The Center for Minority Veterans,
as acenter for excellence, will assist the
Department of Veterans Affairs in its
efforts to address the unique circum
stances and special needs of minority
veterans.

Hazel Loretta Scott Seyler, age
84 passed away June 26, 1 999 at the
Mountain View Hospital in Ma
dras, Oregon from natural causes.
Mrs. Seyler was born October 5,
1914 in Warm Springs to parents
James and Ethel (Holliday) Scott.
She was an enrolled member of the
Confederated Tribes of Warm
Springs and a lifelong resident.
Seyier had worked at various

aggravation of an injury as if it were
service connected if:
1 You have a disability or
aggravated it as the result of VA
medical care or involvement in a VA
vocational rehabilitation program.
2 You have loss, or lose use of,
one of pair of organs (such as kidneys,
lungs, eyes or ears) or extremities
(such as hands or feet) that is service
connected and the other organ or
extremity becomes disabled as the
result of a non-service connected
condition.
If You Were In Combat
The law requires VA to accept a
veteran's statement about what
happened to him or her while in
combat. This means you can write
your own letter documenting your
combat experience.
Non-Service Connected Pension
Non-service-connected pensions
are available to veterans who served
during a period of war, who are
permanently and totally disabled and
who have established financial need.

Our Service to You
The Center for Minority Veterans
is part of the Office of the Secretary.
The Center assists eligible veterans in
their efforts to receive benefits and
services from VA. The Center acts
only as a mediator and facilitator As
such, the Center does not process
claims, handle equal employment
complaints,, oremployee related prob
lems. The Center is dedicated to ensur
ing that all veterans are aware of ben
efits, services and programs offered by
VA.

have served during wartime if you
had 90 continuous days of active
duty and at least one day was during
an officially defined period of war.
For the Vietnam War, the wartime
service dates are Feb. 28, 1961,
through May 7, 1975. For the Gulf
War, the official start of wartime
service was Aug. 2 1 , 1 990; a closing
date has yet to be set.
Unlike disability compensation,
f:nsion benefits are based on need,
our income, combined with the
income of your spouse and dependent
children, averaged over 12 months,
is deducted dollar for dollar from the
maximum pension amount. Your
assets also will be considered in
establishing need. Do not understate
your income. VA can match what
you tell them against your Social
Security and Internal Revenue
Service records.
For some veterans, pension
benefits will pay a higher monthly
benefit than compensation benefits.
To keep things simple, VA is required
to consider a claim for compensation
to double as a claim for pension and
will pay the greater of the two
amounts as a benefit. You cannot
collect both VA compensation and
VA pension.
Established under Public Law 103
446 and appointed by the Secretary.
