Out of all the eligible voters only a hand full turn out, just enough to carry the election to make it legal. Even though gaming was over whelrninly voted in it still appears that more people would have some interest to get out and vote. When dividends do come out they are usually the first in line. Some day a measure could come along and with the usual turnout of interested individuals we could come out losers. There are so many items on the threshold that looms over the entire reservation and with out a good turn-out of supporters disaster could come and there is nothing we could do about it. The tribal members should take more incentive in things like this and not drag their feet and expect others to decide what's best for the entire membership and the future of the tribes. Today we can make plans to continue in gaming at the Indian Head Casino, with the past experience and with studies being conducted on what's the best direction we should go. The Indian Head gaming establishment has proven that there is potential in that area, even though it was in a rather awkward area for its nature, but there still was positive accomplishments made and a progressive improvement right along. From the stand point of the present location there seems to be some controversy of its popularity. There are several who pass through Warm Springs VIA highway 26 from Portland as they do business out in the rural areas of Central Oregon, say that the present location is just a little out of the way, meaning being Kahneeta. They say if it were along side highway 26, they would be more than willing to stop and relax for a while and play the machines. If we did move the gaming the next item would be an appropriate location for desirable access right along the . highway. Well at any rate a good location would have to be selected to accommodate everyone that is interested in the gaming field. A suitable location for the gaming center where there can be expansions and improvement with out any difficulty. We have all kinds of land along highway 26 and with out much more work they can be improved to accommodate a gaming center. In the beginning when we first started to talk about a gaming center the location of Bear Springs was one of the hot topics. To me I feel that its still off the main route and the general public would be passing us right by. We should build right along the highway to catch all the business we can. The junction where h ignway 9 meets highway 26, would be a good place, that's where the highway turns off to travel to Kahneeta at the HeHe turn-off where it would be accessible right along highway 26. There is talk of a location in Madras, or in other areas in Warm Springs, how about the Wide Spot, aye.!! There are plans to enter into negotiations with communities along the Columbia River, just off 1-84 freeway. The Cities that have been approached are Hood River, where there is some opposition at the present time. Also meetings with the citizens at Cascade Locks, where they are in favor of a Casino being built there. Also being included of Cities were The Dalles, OR. A gaming center in the Gorge would be very accessible from the freeway 1-84, from east to west. It was stated that a off ramp from 1-84 would cost some dollars, that could be made up very easy in no time at all, and the cost of construction could be paid for also in no time when the operation once got on its feet and greeting the general public. As for people wondering about employment, if a person wanted to work he wouldn't mind the move, or there could be other alternatives from the casino in that area. We could fund various projects on the reservation to employ local people. But no matter what route we take there will be costs that rise into many zero's, which we could overcome during regular operation. Cascade Locks has shown positive reaction toward a gaming casino in their community. One advantage for Cascade Locks it would be the nearest gaming establishment to the Portland area. Cascade Locks see a lot of potential for their small community that would improve their economic condition as it is at the present time. That is a very good prospective area to solve our problems. Grandmother To the editor, In a previous issue of the Spilyay Tymoo, there was wonderful news of additional rooms added for infants at the Early Childhood Center. We know we need that and more. How ever, are our babies receiving quality care? Are our people in management making sure of this? What can we do to protect our infants from being trau matized, babies defenseless, unable to talk yet but know the word, "Ah-na-na". Why? It is time for us to be heard. Because of my love for all children, I am concerned that the persons who violated three precious babies between the ages of 1 2 months to 14 months, who were entrusted to their tender loving care are still out and about creating problems for our working tribal members. The person who were being paid to care tor our infants and were sub sequently put on administrative leave and for how long? With pay! It is no wonder we have parents and grand parents upset. I myself have seen the trauma in the once bubbly, happy babies. No eyelashes, hair loss and fear of any kind of tape. One baby has absolutely willed itself to pass out at the sight of any kind of tape. I also had access to the investigative report and it made me sick. Asking for another Chance To the editor, I would like to bring forth to everyone's attention that I, Clara Kennedy am writing in regards in the matter of care CR21 1-98 Exclusion Order. I have been incarcerated at the Warm Springs Corrections Facil ity and been since January 29th, 99. I have been sentenced to 340 dayz on February 1st 99. Upon serving my sentence, I still have to leave the Warm Springs Reservation due to the Exclusion Order still in effect. Now, I would like to take this time and opportunity to Appeal the Ex clusion Order, given another chance to reside here on the Warm Springs Reservation. The reasons for this is that I have lived here for a number of years. I feel I was raised here. When was the story changed to say it was all a game the teachers were playing with the babies. A game of taping the babies eyes shut, taping their hands to their toes, tape around the head and if the baby cried, what next? Scary Huh? The Tribal Acting Prosecutor and a Tribal Judge allowed the freedom of the teachers with a kiss of the hand and let go. Yells of cheer was heard while the young mothers wept shame lessly, openly and the defendants hugged. Can this case be appealed to the appellate courts? Why not! A young single mother, sole sup porter of the victimized baby was eventually forced to quit her job be cause of the closeness of having to work with the ex-teacher. What about the Affirmative Action hiring prac tices? We protect the accused, non tribal member living off the reserva tion. We re ceived word that the Tribal Council did in fact approve the expulsion. The ex-teacher did return to the clinic with an altitude that was publicly offensive. I saw all the excitement her presence created while I waited and waited and waited. I felt I had an emergency need too. I made several phone calls to see what she was do ing on the rez. There was great effort to get her out of public view by her sympathizers. You know who you are. I was especially concerned that a victimized baby and it's mother hap pened to be in the facility at the same time. Another Tribal member has been suspended from her job for suppos edly calling the cops to remove the ex-teacher. Did the Director have this verified by the Police? She was suspended with leave without pay for how long? Should it have been the other way around? Suspend the guilty parties for hiding her, putting her needs without an appointment before tribal members and escorting her out of the facility? Who are we afraid of?
