Early Head Start is a program that serves low-income families with infants and toddlers and pregnant women. The goal of EHS is to strengthen the development of infants and toddlers by creating strong partnerships with parents. Early Childhood Education is currently in the early stages of developing the EHS program in Warm Springs, with an anticipated start date for September, 1 999. High Quality: A commitment to high quality means that programs will develop policies and practices that are founded in the knowledge, skills, and professional ethics embraced by the fields of child development, family development, and community building. The commitment on the part of the Federal Government to ensure program quality includes the program performance standards, training and technical assistance network, and Cannon consents to Christmas tree cutting To the editor, The Confederated Tribes of Warm Springs, in keeping with the spirit of Christmas, have consented to the cutting of Christmas trees by Employees of Bureau of Indian Affairs, Warm Springs tribe, Indian Health Service, Post Office and Warm Springs churches. Cutting is limited to one tree per family or church. Trees will be cut on Tribal land only. Trees should be cut along BIA system roads. All live branches must be removed from the stump. Cutting of trees larger than 1 0 feet in height is not permitted. Trees should not be cut that do not have another tree growing within 12 feet of the tree to be cut. Prevention and Promotion: The proactive promotion of healthy child development and family functioning begins before conception, and continues prenatally, upon birth, and throughout the early years. 3. Positive relationships and continuity: Strong, positive relationships that continue over time are key elements in a high quality program. These relationships include the child, family, and staff, and recognize the parent-child bond as the child's most significant relationship. The relationship between staff and family is based on respect for the child and family's home culture. 4. Parent Involvement: The EHS initiative supports the highest level of parent involvement and Eartnership. Programs will recognize oth parents as the child's primary nurturers and advocates. Parents will also be active participants in policy and decision-making roles. 5. Inclusion: Programs will welcome and fully include children with disabilities. The individual needs of each child will be evaluated and responded to in a way that builds upon individual strengths. Programs will also support the child and family's full participation in Christmas tree tag from the Branch of Forestry. An individual will not be allowed to pick up tags for another employee. This tag must be attached to the base of the tree after the tree is cut. All employees must comply with the laws and regulations governing the Warm Springs reservation. Trees must be cut between December4 and December 23, 1998. Trees may only be cut Monday through Friday between the hours of 7:00 a.m. and 4:00 p.m. Information on Tribal land location and road conditions may be obtained from the Branch of Forestry when you pick up a tree tag. UIUC's mascot was originally funded through the Athletic Department. We held meetings with the secretary treasurer, chief operations officer, and the superintendent in the past two days. We were scheduled to go toTribal Council on Monday, December 1 4 which we set as a deadline for a response from them on whether ornot they were going to address the petition. We were never called into Council that day ; we were referred to the secretary-treasurer to try to "work things ouL"Thechairmandidcomeouttospeak to is on what action was taken, and that was that Council had denied the petition by one vote. No fruitful action was ar rived at in working with the S-TorCOO. The superintendent did offer some opin ions which can be used to "beef up" the police department This will definitely help. We had also met with Council on December 7 for four hours and they listened to us and what the petition said, the recommendations that came from you, the people. The Council denied the petition, but that was not the end of what we set out to do. We looked further into the Constitu tion and By-Laws and there is a direct quote partially of Article VL "Whenever a matter of great importance comes be fore the Tribal Council, the councilmen shall, by resolution duly passed, submit the matter to the vote of the people. If they do not so agree to submit the question, ANY TWO MEMBERS OF THE COUNCIL, or one-fifth of the members of the Confederated Tribes, may within 30 days after the vote of the Council, call such a popular referendum..." The people (tribal members) had ap proached the 20th Council, theonebefore the current one, with complaints of this this message to as many tribes, nations, and American Indians students of the hostile environment that exists at UIUC. The letter from the Board of Trustees is self explanatory. We are not wanted at this university. The Board of Trustees at UIUC have opted to prioritize their mascot over education. The people have gone through many hardships, abuse, sorrow, to get to where we are now, and what we have had to resort to. What it boils down to is a referendum. When the new (21st) Council came into office, you the people, are still wait ing for remedies and haveexpressed them through general council and special meet ings. The Council did not respond and no changes were made within the branch. They have declined to deal with the people's issues. You know what the issues are. They are mainly needless deaths among our tribal members. Many are unsolved There are many in vestigations which have never been completed. These have a direct af fect on our people. In police administra tion, we have had 10 acting chiefs of police in just a few years. We feel that the interest and concerns of the people are more important than any one individual person. On December 15, two members of Council move and seconded to have a referendum of this issue. A vote of the entire Council was not necessary, accord ing to our Constitution, as quoted above. A referendum will be held and we have very close deadlines, but this is a brief report on the status of what you, the people have asked us to do. We ask your continued support to see this through to completion. We hope we have helped you in some small way, thank you for working together as one people's voice. If you have any concerns, don't be -afraid to get up in meetings and voice them.
