Volunteer program to be established
Each vear millions of children are
abused and neglected; their future
often lies in the hands of a judge to
decide if they should remain in foster
care, be reunited with parents, placed
with extended family, or to be
adopted. Often the needs of Indian
children may become lost in an
overburdened child welfare system
that docs not have the ability to pay
close attention to each child.
A team of community members
frcm Warm Springs and Crook
Jefferson counties are working to
gether to establish a court appointed
Special Advocate (CASA) Volun
teer program here on Warm Springs
reservation. This team of people con
sists of Honorable Lola Sohappy,
Chief Judge of the Warm Springs
Tribal Court, Rena Adams of Vic
tims of Crimes Services, Direlle
Calica with the U.S. Attorney's Of
fice and John Campbell of the Crook
and Jefferson Counties CASA Vol
unteer Program. With almost half of
the tribal population under the age of
eighteen, their need to have advo
cates speaking on children's behalf
when they are in proceedings within
our tribal court system.

David Soukup of Seattle, Washing
ton recognized this continual prob-.

The Anatomy of a Smoker
When cigarette smoke is inhaled
it immediately comes in contact with
the entire respiratory system. Many
harmful elements enter the blood
stream and spread to other parts of
the body. Many areas of our body are
affects.
Throat: The throat can become
irritated and sore from smoke.
Cilia: Are the tiny hairlike struc
tures that sweep irritants from air
passages in the lungs start to slow
down. These cilia are eventually dam
aged when exposed to smoke, thus
increasing the risk of irritation and
infection.
Bronchi: Are the air tubes that
can become irritated by cigarette
smoke.

He found that he did not have enough
information to make, the proper and
appropriate decisions that would be
in the best interest of each child's
happiness and well-being. As a re
sult of this problem Judge Soukup
developed the ideal of community
volunteers stepping in the courtroom
on behalf of children. In 1977, the
Court Appointed Special Advocate
or CASA program was implemented
as a test project. During that first
year, the program provided 110
trained CASA volunteers for 498
children in 376 dependency cases.
The CASA Volunteer Program
has served an important role across
the country in being the voice for the
needs of Indian and non-Indian
children's needs within the court sys
tem. A CASA Volunteer is a com
munity appointed to objectively ad
vocate and represent the best needs
of a child in court. The only qualifi
cations are that the volunteer be
twenty-one years of age and can take
ten to fifteen hours a month to volun
teer to help a child out with proceed
ings in Tribal Court. The qualified
volunteer will be interviewed and
' attend thirty hours of training. The
Tribal Court Judge will review each
. advocate before appointing them to a
case.
Eyes: Become irritated by smoke
in the air.
Heart: Has to beat faster as it has
to work harder in order to deliver
more oxygen to the body. This causes
blood pressure to rise temporarily.
Alveoli: Are the tiny air sacs in
the lungs that allow the harmful ele
ments in smoke to enter the blood
stream. Arteries: In a smoker carry less
oxygen and more carbon monoxide
to the body tissues of a smoker.
Cigarette smoke is a complex
mixture of tars and chemicals that
are produced when tobacco, paper
and additives are burned. Many of
these by-products have been proven '
to cause cancer in laboratory animals.

CASA Volunteers serve three
important roles. They are the fact
finders forjudges by researching the
backgrounds of each assigned case.
The volunteers speaks for the child
in the courtroom either orally or more
commonly by a written statement.
The volunteer also monitors and
keeps updated on how the child is for
the entire life of the case. CASA
volunteers are very important in
.naking sure that a judge has all the
best information possible to make
good decisions on children's behalf.
Social Service workers often have
between sixty to ninety cases they
work with. A CASA Volunteer has
only one or two cases they work
with. The Court Appointed Special
Advocate has the time, training, and
ability to really help each child with
their case.
CASA makes sure the needs and
best interest of Indian children are
met by the tribal court system. A
meeting to discuss the CASA Volun
teer Program will be held at the com
munity on Monday, November 9,
1998 from 5:30 to 7:00 p.m. at the
Warm Springs Tribal Courthouse in
Courtroom I. Everyone is invited.

On a check of the Eagleway apart
ment complex, the police log indi
cated a party check that was code
four. Based on the log, the party must
have been under control.
One adult was arrested near the
haunted house for disorderly con
duct as he was found intoxicated in a
public place. This arrest resulted in a
further charge for drugs.
On a tip of an alleged house party
to take place in the Wolfe Point area,
officers made periodic checks in the
area. No party was reported to have
occurred.

During the agency district meet
ing; Don Courtney gave an account
of the new initiatives being proposed
by the police department and the
reasoning behind these requests.
Courtney also addressed some of the
concerns that were made public in a
document that was provided at the
meeting.
Courtney reported following the
meeting, several members of the com
munity have since stopped by the
police department to visit more about

of the children. It seems that on those
holiday's all families get together
the most of all other holiday's. It
brings joy to see everyone smile,
especially the children. My wish for
Christmas, is for my family to get
together and have a great time."

one-year-old daughter now and she
has made it more fun and special. It
has changed the meaning of Christ
mas now that she's here because
Christmas is for children. Christmas
is for adults too because all the

I prefer Thanksgiving is because we
have so much to be thankful for.
Especially for our culture when all
our families get together to worship
and spent time with each other. We're
all so busy in this modern age that
sometimes we can't find time for
