Well if we are not we can say we made a real effort in accomplishing that goal. We have made a big headway which is noticeable today. Especially in the Drug and Alcohol fields. That's the only area that we have made good progress in during the past couple of years. But there is still room for improvements in that area. We have had several individuals who have volunteered to enter the Drug and Alcohol treatment centers. There are some who feel that they should have done this a long time ago because after they have made that big step they found out there is more to life than what they had in the past. They have found that the big change in life is well worth it and is more productive for them and their families. Many experience things that they would not have if they had continued to use Alcohol and Drugs. Their family life is more pleasant and they enjoy things as a family which is a big step in the right direction. Their family life has changed drastically to where they all share the happiness together that were impossible in the past. They enjoy family outings and other activities family oriented. They realize for the first time that their family enjoys doing things together. There are still those who don't want to admit they are addicted to drugs and alcohol. It's hard for anyone to day, "I'm an Alcoholic," or "I'm addicted to Chemical Dependency." So they live in the dark doing drugs and alcohol with no real direction. They think they are big time hot shots because they refuse to admit they are dependent on drugs and alcohol. We hear some say, "I can quit when ever I want to." That's just an excuse of hiding their fear that they cannot quit when ever they want to. It not that impossible and there are so many things a person can do to turn hisher life around and lead a happy life with the rest of the tribal member here.. i It's that first step is the killer, the one where a person hesitates to admit heshe is an alcoholic or is chemically dependent. It's hard to face failure in life and to admit the use of drugs and alcohol. Once a person can face that that's half of the battle. It's no disgrace or shame to admit being addicted to alcohol and drugs. It's the step to give it up a person has to face and when he does this things will certainly change for the better and heshe will never regret doing the right thing for their family and everyone concerned. They don't realize its not them that suffer but their family members, their children usually suffer the most, this causes them to carry a chip on their shoulder, daring anyone to knock it off. j Those who refuse to accept the responsibility are only hurting their children because theylare too stubborn to change. There are several treatment centers around the northwest where many individuals have gone to and are sorry one bit, places like Serenity Lane, Turn Around, and the Sun down Ranch, where patients are well taken care of and guided toward a healthy life for the future. There is a saying that goes, "If you think you can, you can. And if you think you can't your right." But it's up to the individual to make up hisher own mind and make that first big step toward a better life. It's a good track to follow if we may not be the healthiest reservation in the country, at least we have made a big step-in the right direction, who knows we may be the healthiest reservation in the country today. The Tribal Council always had the authority to shift the money around that was approved in the base year operating budget, I was trying to change that and have the Tribal Council finish a project that they set up money for instead of setting up the money for one project and shift ing the funds to another project and have two unfinished projects. How ever, the Council could not and would not understand my proposal it seems so simple to understand, but I am cursed with the ability to understand from the easy problems to the more difficult ones. The Secretary Treasurer and Chief Operations Officer have the overall responsibility for the organization. We, Tribal Council, appointed Charles Jackson as SecretaryTrea surer, these gave him green light to be a rebel rouser in the organization. Which, in my opinion, is a very bad way to do business. We should not have any rebel rouser in Tribal Coun cil or Top Management. The Chief Operations Officer It is unknown at this moment whether he is qualified to fill this position, We will just have to give him a chance to prove himself or remove him. Support shown for casino To the editor, I support the proposed inter-tribal casino plan to be built in Hood River for the following reasons: 1 . Available work force, a casino would draw employee from the sur rounding communities, Hood River, O'Dell, Parkdale, Mosier, Bingen, White Salmon, Cascade Locks, Willard and Lyle. 2. Service Industry oriented. 3. Recreational atmosphere, wind surfing, water sports, winter sports, hiking, railroad tourist attraction. ; 4. Overnight accommodations available. 5. Would not overload law en forcement as the tribe has it's own security and no alcohol served. Some profits should be used to enhance programs in Hood River. My family has always been a participant in this event, whether it's myself, my kids, my brother & his family, cousins, nieces, nephews, etc. I don't think there's been a year gone by that some one hasn't participated. It's one of those events where you just can't miss it! It gets into your system after awhile. People have always asked me, "Why do you do it?" And, I just ask them, "Why do you powwow?" or "Why do you rodeo?" It's just something that a person has to do. It becomes a part of you. And so, it came to pass, that the weekend of August 28th and 29th we answered Tribal Council delegated him to have authority over the employees that he is responsible over individuals for disciplinary action (verbal warning, suspension or termination). There was a position brought before the Tribal Council, asking the Tribal Council to fire the individual last year. I pointed out to Tribal Council that we have a policy in place, that Chief Operations Office has the duty obligation that Tribal Council does not have the time to hirefire any individual. We have a lot of problems, we have had them for some time now. I will list them in the order of mail I receive them: 1) Fire and Safety; 2) Tribal Court; 3) Early Childhood Education Center; 4) Indian Health Service. It would be easy to correct these problems. We sure talk about doing the right things or the Tribe so it will look good the Tribal Council minutes and then we kick back and relax and hope the problem will go away on its own. The only position in this problem list that the Tribal Council is responsible for is the Court System. I have tried time and again to bring the Chief Judge in to talk about her position, whether she should be dismissed or sent down to associate judge. I got her put on the agenda, but whenever end of the city for level ground and easy access. I lived there for 25 years, still own a home there and plan on returning after retirement. You will encounter opposition as many people are opposed to change but progress continues. Who would have more right to be in the Gorge than Native Americans. Please reconsider the regulation that won't allow campers to stay in the RV Park Thursday and Friday unless they stay Saturday night. The Logic is not to break up a weekend. There were several other teams we come to talk about it, the Tribal Council fails to show, lack of quo rum, fail to do anything about it, they are either senilesimply forget or just don't want to deal with this issue. Gaming and Warm Springs Power Enterprise, these are very good en terprises to venture into, I do not know where we will get the funds from. We are already stealing money from our children's children from a fund that was passed by resolution in 1988 the way it is worded it should be declared null and void. I spent a week down in Welches, OR and going over this fund to make certain our next generation will have a nice nest egg for them to look forward to. Always, the first year teams run into some problems getting lost or missing exchange points. Don't feel bad ladies, it hap pened to us once upon a time. Just keep at it, it only gets better! All in all, it was a fun time for everyone. I hope that all of the other teams had a great time, we definitely did. See y'all next year!
