Umatilla opens their Tamastslikt Institute
The Confederated Tribes of the
Umatilla Indian Reservation today
opened their Tamastslikt Culture In
stitute to the public. The 45,000
square foot visitor and education cen
ter on the Umatilla Indian Reserva
tion has been in the works since 1988
and is the fifth visitor center in Or
egon that highlights the Oregon Trail
immigration. Tamastslikt, which
translates to "interpret" in the Walla
Walla native language, is the only
one that tells the story from a Native
American perspective.
The permanent exhibits not only
talk about the Oregon Trail, but also
share the culture, history, current
events, and future ambitions of the
Cayuse, Umatilla and Walla Walla
Tribes (the three tribes that make up
the Confederated Tribes of the
Umatilla Reservation).
A grand opening ceremony was
held on August 1 at 9 a.m. and fea
tured a horse parade with tribal mem
bers in full regalia. A recognition

reception was held on July 3 ! at 6
E.m. thanking contributors who have
elped make Tamastslikt a reality.
The public was admitted free to
the exhibits July 31 and August 1.
Beginning August 2 the following
fees will be charged to view the
exhibits: $6 for adults; $4 for Senior
Citizens & Students, children under
5 are free and anyone who is accom
panied by a CTUIR tribal member
gets $1 off their admission price.
The center is open daily from 9 a.m.
to 5 p.m.
The permanent exhibit gallery,
designed by world renowned Jean
Jacquc Andre, tells the story of the
tribes in three parts: "We Were,"
"We Are" and "We Will Bee". An art
gallery will host changing exhibits
and showcase local and regional art
by tribal artists. The facility also fea
tures a visitor services wing com
plete with a museum store emphasiz
ing local tribal arts and crafts, multi
use theater and cafe. A museum ser
vices wing features archives and
photo collection, the Institute's per
manent artifact collection, a commu
nity storage facility and other facili
ties for caring for artifacts, photos
and documents.

To the Editor,
I just want to express my disap
pointment in our newly named Tribal
Credit Enterprises. I submitted an
application for a loan and was turned
down and said application was re
turned with no consideration what so
ever. There was no mention of a loan
officer to contact or even a signed
letter. Who gets paid to send these
letters of rejection?
One of their reasons was because
of a vacated home belonging to the
Confederated Tribes of Warm
Springs. There's a reason I am in
limbs with their housing department.
Over the way they took over $1,800
equity for an alleged refrigerator re
placement. The refrigerator was
working at the time of eviction and
over five years of use it would have
needed to be replaced anyway.
The other was because of court,
costs but with no available job in the
area, I choose to live in Northern
Rural Nevada. There's no way I can
fulfill my financial obligations to the
court. I understand the enterprises
policy, but in no way did I sign "their"
notice of discontinuing financing if
debuts owed to other departments
within the tribe. "Prudent manner" is
a poor choice of words in their no
tice. Maybe they'll give me a loan to
pay off housing and the court, but
with no employment and a wife and
two kids, how does that help us to
day? It will be at least another year
before Tribal Credit Enterprises con
siders a loan for me. What's next:
Collection agencies?
Forgive me for being upset, but
my children need school clothes and
financially I'm in a bind, but in a way
this is a harsh lesson for me and
mine. I wish the Tribes no ill will, but
only prosperity for the good of all our
children.

and guide us all.

in powwow dancing ages between 4
14? We would like to try this to bring
the little girls back into dancing and
out of gangsviolence. Also just to
have fun working with the younger
generation and bring them together.
' As teenagers these days we have to
be good role models. This would
help. If you would like to help us,

1 looking for a lairly large place to
practice and rehearse without charge.

Powwow seeking
candidates
The Annual powwow held at
Celilo, Oregon is seeking royalty
candidates and has the following
categories: Sr. Queen (13 & older),
Jr. Queen (12 & younger), Lil Brave
(no age limit).
The Mid-Columbia River
Powwow is held October 23, 24, 25,
1998.
Winner is determined by most big
raffle tickets sold. Winners in each
category will receive a traveling
crown (except lil brave), a jacket, a
banner, a 20 payback on total raffle
ticket sales, plus other prizes. Runner
ups will receive a 20 payback, &
other prizes.

Small Business Development
Center and ONABEN

"You and Your Business Idea"
A series of classes designed to "discover" tribal and local
entrepreneurs and encourage the development of your
business idea beyond "just an Idea."
Classes will be held Tuesday, September 15 and 22, from
5:30 p.m. to 8:30 p.m.
"Starting a Successful Business"
A ten-week series of classes designed to guide participants
through the business plan writing process. The course
materials and Individual counseling sessions allow
participants to work through the business planning process.
The end result is a comprehensive business plan that can be
taken to financial institutions for loan consideration.
The classes will be held on Tuesdays from 5:30 p.m. to 8:30
p.m., beginning September 29 then every Tuesday thereafter
for 10 weeks: September 29; October 6. 13, 20, 27; November
3, 10, 17, 24; and December 1. Graduation will be held
December 4.
Both classes will be held at the Tribe's Small Business
Development Center located at 2107 Wasco Street In Warm
Springs, OR.

To the editor,
I have received many comments
about my letter to the editor and now
I am writing this letter to let people
know that I didn't write the other
letter to air the problems in our lives.
You missed the point. I wanted people
to know that she went into our
daughter's classroom and upset her
on what she thought of as a very
important day to her-"Play Day".
Our daughter will always remember
that.
I felt the judicial system had let
our daughter down, they failed to
protect her rights. She's only achild.
What if something like this happens
to other children?
Some of the comments I received
were that I was a jealous wife and
using my job and power as a tribal
member that I was making libelous
statements. I know what libel is. It's
writing something about somebody
that isn't true. I would not jeopardize
my job by making libelous statments
about somebody using the newspaper
for which I work. Being a tribal
member hasn't protected the rights
of my husband or our daughter. Our
daughter did not deserve to have this
happen to her and so I spoke up about
it. I wanted other parents to be aware
that this could happen to your children
and maybe nothing will be done about
it.
There was a letter received by '
Spilyay Tymoo but it wasn't signed.
I expressed my opinion publicly and
signed my name to it because Spilyay
will not print anonymous letters.
There has to be a name, that's what it
says at the bottom of page four. My
last letter went through both of my
supervisors before it was printed. It
is not their opinion but mine.

The Confederated Tribes of Warm
Springs will be hosting the 1 999 Inter
Tribal Council (ITC) at Kah-Nee-Ta
April 12-16, 1999. What is ITC all
about? Approximately 72 different
tribes are paid members of ITC and
represent many areas throughout the
United States. Ranging from Alaska,
New York, Florida and California. .
Tribal leaders, Natural Resource
Managers and Natural Resources
staff members focus on whatis good
for water, land and air, plus
everything in between. .
Discussion will revolve around
what is the easy way and the hard
way to get the job(s) done to the
satisfaction of the land owner.
The above paragraph is just a very
brief portion on what ITC talks about.
The planning committee is
requesting from the tribal members,
the following:
1) Theme for symposium the
theme should be 10-15 words or less.
2) A logo will be for the
registration packet and the final
proceeding book - the logo will need
to be in black and white not more
than 9 inches by 7 inches. Showing
different natural resources images as
you visualize them.

Services Center (Tribal Council)
staff, thank you Tribal Council for
the contribution toward the Memo
rial Endurance Horse Race June 27,
1998. This year the race was in
memory of Ellen Johnson, Tribal
Council member, Caroline Tohet,
Prosanna Williams and Arthur
Mitchell, committee members and
Rowena Begay, committee secre
tary. They will be honored and ap
pear on the poster for three years.
We would like to thank the family
members for their presence.
We had 13 participants in the
Senior Division, with First through
Fifth place. Brian McPherson of
McMinneville, OR set a new record
of 41 .23; Smokey Wewa Sr. (44.27);
Chief Smith (49.15); Evans Spino,
Sr. (50.37); Rooster Feltt (50.42);
Joyce Suppah, Leland Thompson,
Delvis Heath, Derek Hinkey, Mary
Ann Stahi, Shane Olney, Lucinda
Heath and Israel Scott. (The prizes
were listed in a previous Spilyay
Tymoo issue, we will not list all
again.)
Thirteen is the most participants
we have had in the Senior Division
and we hope you will all be back next
year and then some. This is the first
year we put a saddle as a prize, it was
suggested by some of the partici
pants, spectators and helpers, so we
gave it a try ! We hope to do that again
next year.
Three entered the Junior Division:
Billie Suppah, Lydell Suppah and
Gordon Scott, Jr. First place received
percentage of the entry fee, plus an
added pot of $100, a silver trophy
buckle with ruby stones, among other
prizes; second place also received a
percentage, silver buckle with ruby
stones, among other prizes; Gordon
Scott, Jr. although he did not Finish
the race and as a consolation he did
receive money and other prizes. We
look forward to having you all back
next year too.
