Veterans who are receiving aid and attendance or housebound benefits and veterans who have been determined by VA to be catastrophically disabled. 5. OutpaBeiS Care and Eligibility for VA hospital and outpatient care currently is divided into two categories; In the first category of veterans, VA shall provide hospital and outpatient care to the extend and in the amount that Congress appropriates funds. In the second category of veterans, VA may furnish hospital and outpatient care if resources and facilities are available and the veterans make a copaymcnt. Category 1 is composed 'of the following: veterans in need of care for a service-connected condition; veterans who have compensable service-connected disability; veterans whose discharge or release from active military service was for a disability that was incurred or aggravated in line of duty; veterans who are former Erisoners of war; veterans of the lexican Border period of World War I; veterans who were exposed to Agent Orange in Vietnam, ironizing radiation, or environmental hazards in the Persian G ulf , and veterans whose annual income and net worth are below the "means test" threshold. The threshold is adjusted annually and announced in January. Category 2 is composed of all other veterans, including nonservice connccted veterans with incomes and net worth above the "means test' threshold and zero percent service connected veterans needing care for any nonservice-connectcd disability. These veterans must agree to make copayments. VA holds these patients responsible for the Medicare deductible for the first 990 days of hospital care, the patient is charged one-half of medicare deductible. In addition to these charges, the patient is charged $19 a day for hospital care and $5 a day for VA nursing-home care. For ourpatient care, the copayment is 20 percent of the cost of an average ourpatient visit. Spilyay Tymoo is published bi-weekly by the Confederated Tribes of Warm Springs. Wall That Heals Visits Vancouver, WA On the week of May 2 1 , 1998, the traveling Vietnam Wall was in Vancouver, WA. On May 25, there was an estimated 20,000 individuals that visited the Wall. Ceremonies were held with many color guards present. The Wall that heals, travels all over the country , listing the names of all the men and women who were killed or missing in action during the Vietnam War Many Vietnam Veterans were on hand viewing names of their friends and buddies that never made it home from the Vietnam War. . . The traveling wall gives people a chance to see what the wall in Washington D.C. has, and for those who are unable to make the tripe back there to view the Wall. ' A lot of memories were brought back to some of the Vietnam Veterans, some who are finally getting adjusted to life since being in the war at Vietnam. The listing of more than 58,000 men and women's names who were killed or missing in action during that conflict. Stories of some of the big battles that took place during that era, of when the U. S. Troops first landed at Cam Ranh Bay, the battles of 1 Pleiku, B ien Hoa, Da Lat, the siege and battle of Khe Sanh, Quang Tri, Hue, Dak To, the Delta area and Saigon. Of course there were stories of all over the country of Vietnam also. There were many who were there to visit the names of their loved ones that were lost . The traveling wall serves a lot to those who cannot get the D.C. to visit the Vietnam Wall. The Wall is scheduled to have gone to klamath Falls for a stop there and on to other points here in the western coast.
