in the community for prevention and
intervention as well as provide for a
seamless transition for persons re

Vietnam Traveling Wall Visits

The Traveling replica of the
Vietnam Veterans memorial will
visit three Northwest locations in
the near future. It's first stop will
be in Vancouver, Washington, on
May 21-25.
The 248 foot replica will move
on to Klamath Falls, Oregon, for
display on June 6-12; and then
will be in Molalla, Oregon July 2
5, 1998.
In Vancouver, the Wall exhibit
will be open to the public, 24
Headstones and Markers Provided by VA
VA provides headstones and
markers for the unmarked graves
of veterans anywhere in the world
and of eligible dependents of
veterans buried in national, state
veteran or military post
cemeteries. Flat bronze, flat
granite.flatmarble.uprightgranite
and upright marble types are
available to mark the grave in a
style consistent with the cemetery.
Niche markers also are available
for indentifying cremated remains.
Headstones and markers are
inscribed with the name of the
deceased, branch of service, and
the years of birth and death.
Optional items that may be
inscribed are military grade, rank
or rate; war service such as World
Home Loans for Native American Vets-
VA direct home loans are
available to eligible Native
American veterans who wish to
purchase, construct or improve a
home on Native American trust
land. These loans may be used to
simultaneously purchase and
improve a home. Direct loans also
are available to reduce the interest
rate on existing loans obtained
under the program. AVdirectloans
may be limited to the cost of the
home or e$80,000, whichever is
less. Before a Native American
veteran can obtain a loan under
this program, tribal officials and
the Secretary of Veterans Affairs
must sigh an agreement that spells
out the program. A funding fee
must be paid to VA. The fee is
1.25 percentforloans to purchase,
construct or improve a home. For
loans to refinance an existing loan,
the fee is 0.5 percent of the loan
amount. Veterans receiving
compensation for service
connected disability are not
required to pay the funding fee.
Veterans who qualify ased on
service in the Reserves or National
Guard that was not active duty are
charged a funding fee of 2 percent
of the loan amount. The funding
fee may be paid in cash or included

Nadine Denise "Doots" Tssow'-
La'Lee Scott passed away April 30,
1998 at the Central Oregon Health
Care Center due to injuries sustained
onJanuary 6, 1998. Born to parents
Daniel G. & Christine (Thompson)
Scott on May 6, 1965 in Redmond,
Oregon, she was 32 years old. Ms.
Scott was a lifelong resident of
Warm Springs and an enrolled mem
ber of the Confederated Tribes of
Warm Springs. In the early years
she had attended the Warm Springs
Elementary, graduating from Ma
dras High School in 1983. She then
went on to Western Business Col-
eee in Portland, Oregon. At the
time of her accident she was en
rolled at Central Oregon Commu-

near Officers Row on the Fort
Vancouver Historic Reserve.
Numerous special events are
planned for the Memorial Day
weekend including a candlelilght
ceremony, a Native American
pow-wow, a name reading
ceremony, and a community
dinner.

7494. The following week, the Wall
moves to Klamath Falls, Oregon,
where it will be on display at
Kingsley Field. Opening
ceremonies will be held on June 6,
at 10:00 a.m. The ceremony will
include various speakers and a
reading of the 18 names of
War II"; months and days of birth
and death; an emblem reflecting
one's religion; and text indicating
valor awards. When burial is in a
national, state veterans or military
post cemetery, the headstone or
marker is ordered through the
cemetery, which will place it on
the grave. Information on style,
inscription and shipping can be
obtained from the cemetery.
When burial occurs in a
cemetery other than a national,
military post or state veterans
cemetery, the headstone or marker
must be applied for from VA.Itis
shipped at government expense.
VA, however, does not pay the
cost of placing the headstone or
marker. To apply, complete VA
may not be included in the loan.
The following may not e included
in the loan: VA appraisal, credit
report, loan processing fee, title
search, title insurance, recording
fees, transfer taxes, survey charges
and hazard insurance.
Repossessed Mouses
VA sells homes that have been
acquired after foreclosure of a VA
guaranteed loan. These homes are
available to both veterans and
nonveterans. Contact local real
estate agents foravailable listings.
Safeguards for Veterans
1, Homes completed less
than a year before purchase with
VA financing and inspected during
construction by either V A or HUD
must meet VA requirements.
2, VA may suspend from
the loan program those who take
unfair advantage of veteran
borrowers or dicline to sell a new
home to make a loan to an eligible
veteran of good credit because of
race, color, religion, sex, disability,
family status or national origin.
3, The builder of a new
home is required to give the
purchasing veteran a one-year
warranty that the home has been

Ms. Scott was very active through
out the years. She was on the Madras
High School basketball team, Warm
Springs Softball league, participated
in rodeo events such as barrel racing.
. She began in the Peewee rodeos then

Indian Rodeo circuit. Among her
achievements are being Queen of
Tygh Valley Indian Rodeo in 1983,
Queen of the Holiday All-Indian
Basketball Tournament in 1983; T
ball coach; Reading Tutor at the War
Springs Elementary; Rodeo Coordi
nator representing the Robert Wood
Johnson Healthy Nations. Doots was
renowned in the art of beadwork.
Her work has graced the cultural,
traditional and customs arena of all
Indian Country. Regaling govern
ment, state and tribal dignitaries, el
ders and royalty as well as providing
exquisite gifts for family members,
friends, giveaways and giftshops in
all of the Northwest area. She was
also a life time member of the Warm
Springs Full Gospel Church and the
church choir.
Nadine was very involved with
her children, encouraging them to
participate in all sports activities as
well as ceremonial and powwow
dancing. Her daughters followed in
her footsteps as royalty in the Lil
Miss Warm Springs Pageant and in
the Pi-Ume-Sha Treaty Days. Fam
ily and friends remember her with
her exhibited congeniality, inner
beauty, graciousness, her high re
spect for her elders and above all her
wonderful humor. She was highly

Kingsley Field, there will be a
Veterans Memorial Gassic Car
Show on June 6 and 7. A static
display of military equipment will
also be available for viewing.

Preceding her in death are daugh
ter Natasha, who died at the time of
the accident January 6, 1998; grand
mother Lela Scott, and grandfather
Joseph Thompson.
Survivors include her parents
Daniel G. & Christine Scott, chil
dren Paul Scott, Nicole, Tianna,
Rachclle & Charley Ann Herkshan,
significant other Leevi Herkshan;
brother Larry (Missy) Scott; sister
Sandra (Dan) Scott McGill; grand
mother Gladys Thompson; grand
father Elmer Scott Sr. all of Warm
Springs. She leaves numerous aunts,
uncles and many relatives.
Prayer service was held at Gladys
Thompson residence on Friday,
May 1, 1998. The dressing cer
emony was held at the Agency
Longhouse on Saturday May 2, 1998
at 5 p.m. with Ellen Thompson,
Margaret Boise and Louise Hellon
officiating. There was two nights of
service, Saturday and Sundav May
3, 199S with Wilford Jim and Mary
Ann Meanus officiating. Burial was
10 a.m. Monday, May 4, 1998 at the
Tenino Cemetery.
