8 August 14,1997 Warm Springs, Oregon SpilyayTymoo Indian Law conference set On October 17-18. 1997, North western School of Law of Lewis & Clark College and the Indian Law Section of the Oregon State Bar will host an Indian law conference of considerable significance. Inspired by the I Oth anniversary of the 1987 book by Charles F. Wilkinson, American Indians. Time. anJ the Law, the conference will focus on the status of tribal sovereignty. In his book, Professor Wilkinson provided a spirited defense of tribal sover eignty and the status of tribes as separate governmental and territo rial entities in the U.S. constitutional system. Based on a detail study of Supreme Court decisions, he con cluded that tribes had achieved at least some stability in their "historic task of creating workable islands of Inianncss within the larger society." Professor Wilkinson, the Moses Lasky Professor of the Law at the university of Colorado, will be the featured speaker at the October con ference. He and other notable schol ars and practitioners in the Indian law field will explore judicial and legislative developments over the last ten years to assess the current status of tribal sovereignty. On the first day, speakers will address such top Farm Service Environmental Quality Incentive Program (EQIP) The EQIP Program replaced four conservation program including the Agricultural Conservation Program (ACP). It is available primarily in priority areas where there are significant natural resource needs and objectives determined by local work groups involving Natural Resources Conservation Service (NRCS), Farm Service Agency (FSA), Cooperative Extension Service and the Confederated Tribes of Warm Springs. In Jefferson County, the only priority area identified to date has been the Seekseequa watershed project. Funding is also available for resource concern areas which are those portions of the county not identified as a priority area. EQIP applications will be accepted throughout the year but a designated signup period has been set for August 18-29, 1997. Other important issues include: Payment rates and percentages are not fixed. Offering a lower percentage of cost-share will improve your application ranking. Federal cost-share conservation practices cannot exceed 75 percent of the actual cost. Incentive payments may be made to encourage producers to use land management practices. EQIP offers 5-1 0 year contracts based on a conservation plan of your farm or ranch. Up to $10,000 per person per year may be earned not to exceed $50,000 per contract. Census of Agriculture Annual powwows scheduled during the fall August 22-24 the Totus-Walsey Memorial Powwow is set to be held at Satus Washington in Memory of Anita Totus-Walsey, "Wil-Umt" and Virgilena Jeri Walsey, "Nanci." FSA Committee election The Jefferson County FSA Committee election will be held this year on December 1, 1997, in Local Administrative Area (LAA) 2 (Area B ) which is north and east of Madras. Delivery of CAT insurance Secretary of Agriculture, Dan Glickman, announced that Catastrophic Crop Insurance (CAT) will be available exclusively through private insurance agents, beginning in the 1 998 crop year. Previously, the CATinsurance was available through both the Farm Service Agency and private insurance companies. Non insured Assistance Program (NAP) The NAP Program has replaced the old disaster program for crops not insured by Catastrophic Insurance. This includes all commercially produced agriculture commodities grown for food or fiber except wheat, barley, oats, potatoes and sugar beets. Producers suffering a 50 percent or greater loss of a crop due to a natural disaster must file a FSA-574 (Request for AcreageDisaster Credit) within 15 days of the date the disaster occurred or damage to the crop became obvious. The deadline to file would be no later than July 1 of the next crop year. The damaged crop must not be destroyed so as to allow farm inspection of the specific acreage involved. Producers must also file an acreage report on form FSA-578 the earlier of 1 5 days before the crop is harvested or July 1 of the crop year. NAP payments are payable at 60 of the established market price when a county suffers a 35 area wide loss on any eligible crop.
