44th ATNI Annual Convention
The Affiliated Tribes of Northwest
Indians will be having their 44th ATNI
Annual Convention, on September 8-
11, 1997, in the Ridpath, Spokane
Washington.
All the northwest Tribes are urged
to attend and participate in a promising
agenda. In addition to assessing the
105th Congress, attendees will receive
an update on Indian Water Rights,
National Unity Campaign, Welfare
Reform, Indian Child Welfare,
Culture Panel, Education, Health and
Gaming issues to name a few. The
meeting will also see the election of
ATNI officers. President, 2nd Vice
President, Secretary, and Assistant
Secretary. Please note, that in order
to vote, all membership dues must be
paid prior to the day of elections. For
additional forms and further
information one should contact ATNI
office.

Tribe works
The Tribal Council is affirming
the Tribes' role in the relicensing
process of all hydroelectric projects
that fall within the area that may
mpact the rights reserved by the
Treaty signed with the United States.
As we move into the next phase of
the Pelton project, Tribal Council
feels that the development of a Tribal
Ordinance on relicensing hydroelec
tric projects was essential in stating
the role that the Tribes will have. The
Tribal Council is currently reviewing
the ordinance and approval is an
ticipated. The Tribal Council has instructed
Warm Springs Power .Enterprises
(WSPE) tocoordinate the relicensing
process by applying for the new li
cense on the Pelton project on behalf
of the Tribes.

vation. "We are interested in this ordi
nance which will help guide the pro
cess within the tribal government
structure," says Jim Manion, General

The first step was to inform the
Federal Energy Regulatory Com
mission (FERC) that the Tribes in
tend to apply for the Pelton project
license. By filing a Notice of Intent,
the Tribes expressed their intent to be
sole licensee for the Pelton project.
This was completed in December
1996.

Hello everybody, its time for an
other reminder. The fire season is
here and the fire danger is getting
higher and higher as the grass cures,
and the weather gets warmer. I am
seeing a lot of people work very hard
on their yards, mowing down tall grass
and trimming up trees. Not only does
this beautify the community, but also
will make a big difference if there is a
wildfire near your home. I would like
to commend everyone who worked
on cleaning up their yards, good job.
Things remain the same with debris
burning even with the changing level
of fire danger. Be sure to get the
permit from fire management and fol
low all instructions on the permit and
be prepared for whatever could hap
pen. Also remember that 50 of all
fires are started by young children
playing with lighter or matches, most
of these can be easily prevented by
keeping matches or lighters out of
reach of these children, keep them put
up high or in your pocket. Teach your
children how dangerous fire is and the
difference between good and bad fires.
Just simple things like this, if we can
all work together it could prevent a
fire.

Refreshments will be served.
The Town Hall meeting is the re
sult of two Agency District meetings
that took place on July 7 and July 14
(at the Community Center) to begin
preliminary 1 998 budget discussions.
During the July 7 meeting it was de
cided to form a "planning group"
which was made up of anyone at the
meeting interested in participating in
identifying possible cost savings
measures the Tribe can take and
possible revenue generation ideas. The
planning group presented a number
of savings and revenue generation
ideas at the July 14 meeting. Ulti
mately, it is hoped there will be two
(or more) groups to work on specific
budget and financial (savings ideas
and revenue generation ideas) issues
for the upcoming '98 budget process.
The idea behind this is to get com
munity involvement in the financial

input and involvement of our younger
generation.
All tnbal members (any district) is
invited to attend, be involved with the
planning group's activities which
begin at 6.00 p.m.. or just attend the
meeting at 7.00 p.m. We want tribal
