The American Indian Veterans Advisory Council meeting was held on Friday, April II, 1997, in the Vancouver Staff Conference room at the Vancouver Division. Chairing the meet was Terry Albcrtus, Native American Program Manager. The meeting got underway at 1 1 a.m. after the opening prayer by Steven Reuben of Kooskia, Idaho. There was a fair tum-out of Veterans from the northwest, for the quarterly meeting. Those present include David "Coyote" Mann, Sid Miller, Steven Reuben, Virgil I loekett, Jane Slil well, Dan Arthur, Rudy Podhora, Dick French, DcBorah William's, Bud llaskins, Dan Foster, Paul Phctt, Charlotte Hcrkshan, Enos I Icrkshan, Elton Greeley, Michael Bays and Susan Chauvic. Approval of minutes , and introductions of all who were present. The old business, Dave Mann gave an up-date on the Sweat Lodge and everything is coming right along. Dave also gave a little run down on the up coming retreat at Camp Chaparral this summer. The Spiritual gathering there will take place in August. Registration should be sent in early so they can plan a good encampment for all who will be attending. The registration fee is $350.(X) per person and should be sent in as soon as possible. After lunch the meeting convened with several issues of concern, one was the GI home loan program. In the past it was difficult for an Indian Veteran to obtain a home loan because he lived on Federal land and if there was a default with the loan the lender was unable to recover the loan. The Veterans Adm inistrat ion is taking applications forGI home loans and they will accept the responsibility for the loan. The deadline is coming near if there is anyone who is interested in obtaining a GI home loan. The Vctcransoutrcach meeting that was held in Warm Springs on March 6, 1997, was discussed and several favorable comments were made regarding the meeting and what an effect it had in the community with the good turnout of veterans. Hopefully there will be another one in the future. Correspondence will be sent out to all veterans regarding the next American Indian Veterans Advisory Council meeting. NorthwestlndianVeteransAssociation (NIVA) The Northwest Indian Veterans Association (NIVA), a nonprofit organization serving as the Veterans Committee of the Affiliated Tribes of Northwest Indians by Resolution 89-32, was founded to serve the needs of the Northwest Indian Veteran Community. It was created to insure access to the Veterans Administration health care systems and all entitlement and benefits. It was also established to identify programs and agencies that can assist our Indian Veterans in improving their quality of life, economically, socially and health wise. Special efforts arc underway to educate state and federal agencies on our unique cultural and spiritual needs. In addition, we have and are encouraging all Northwest Indian Tribes to create a iribal veterans Rep or Committee on their constitution and by-laws. This will make a standing committee that will have delegate and alternate delegate to Special Notice attend the annual and midyear conference of the Affiliated Tribes of the Northwest Indians. As of February 1 99 1 , of the 39 tribes we serve, 18 have tribal vet rep or committee. This will ensure that an effective means of communication is established on a local, regional and national level, as NIVA also participated in National Congress of American Indian (NCAI) Veterans Committee. As a result of planning and efforts of NIVA's Advisory Council to the Director Portland VAMC. We have established an outreach office in the Vancouver Division. The Silctz area office has provided a JTPA worker to assist in our start-up. This office will provide the latest information on all benefit programs of the Veterans Administration. A monthly mail out and quarterly newsletter is planned. NIVA has also been instrumental in developing an John Miller, the son of Stoney Miller, graduated from Navy Boot Camp just recently in Illinoisc. And is rcceving advanced training. Jason Williams, the son of George W. Williams, also graduating from Navy Boot Camp also in Illinoisc. Williams will also be receiving advanced training there. N.W. Regional Inter-Agency Indian Veterans Council. These State and Federal Agencies have pledged to improve services to our Indian Communities. One of NIVA's priorities is to encourage our N. W. Tribal Governments to place a high priority on Veterans issues. Other priorities are to increase our membership and resources and develop active and working Veterans Committees on each Reservation and urban areas. mcse committees by accessing our NIVA outreach program will establish and effective communication network to serve their communities. Only in numbers can, we ensure access to VA care and benefits for our Northwest Indian Veterans and Communities. If there are any Veterans who would like to join the Northwest Indian Veterans Asociation (NIVA), there are applicatins at the Spilyay Tymoo office. Andrews To the VV.S. Rez, I would like to take this space to apologize to Dennis Dowty for the damage done to his face and teeth during my arrest. I also would like to apologize to the community for my Reckless En dangering actions. I regret what I did, now I'm sitting time for what could have been prevented if my conscience would think wise and say no to 40's.
