Cannon Superintendent RESOLUTION NO.JUJ WHEREAS, The Tribal Council of Ihe Con federated Tribes of the Warm Springs Res ervation of Oregon realizes it is continuing necessity for its members and delegates to attend off-Reservalion meetings and busi ness trips for the benefit of the Tribes; and, WHEREAS, Resolution No. 6885 adopted April 24, 1 985 allows only a daily perdiem of $50 andor expenses reimbursed upon proof of receipts within Central Oregon (Prineville, Bend, Madras, Redmond, or other cities within this area) and one-day meetings. To all other points in Oregon including Vancouver, Washington and overnight daily perdiem of $ 1 00. The Idaho and Washington perdiem rate of $ 1 50 daily, and for all other States and Washington, D.C. the daily rate of $180; and. Cannon Superintendent RESOLUTION N0..9JU WHEREAS, Cultural resource missions of the Confederated Tribes of Warm Springs include the preservation of Ihe culture of the three reservation tribes, preserving cultural knowledge among tribal members, protect ing cultural and historic sites, enlightening non-tribal members about the Tribes' cul ture, and protecting tribal culture from mis representation or exploitation; and, WHEREAS, Grant funds are potentially available from the National Park Service's Heritage Preservation Service to support de velopment of the proposed Interpretive Center and Trail System at the Tribes' Kah-Nee-Ta Resort; and, WHEREAS, The Kah-Nee-Ta Interpretive Center and Trail System would be designed to preserve the history and cultural heritage of the Kah-Nee-Ta area, including documen tation of oral histories from interviews with tribal elders; and, WHEREAS, Planning for Ihe Interpretive Center and Trail System will be coordinated with the Tribes' Culture and Heritage De partment; now, therefore BE IT RESOLVED, By the Tribal Council of the Confederated Tribes of the Warm Springs Reservation of Oregon, pursuant to Article V, Section (a), (d), and (I) of the Constitution, that the Secretary-Treasurer is authorized to apply for, and administer, a National Park Service development grant in the amount of $27,735.00 for the Kah-Nee-Ta Interpretive Center and Trail System. Cannon Superintendent RESOLUTION NO.222i WHEREAS, The Treaty of June 25, 1855, between the Tribes and Bands of Middle Oregon and the United States establishing Ihe Warm Springs Indian Reservation re serves to the Tribes the "exclusive right of taking fish in the streams running through and bordering said reservation"; and, WHEREAS, The Warm Springs Treaty guarantees the Tribes the exclusive use of the lands and waters within Ihe exterior bound aries of the Reservation; and, WHEREAS, The Tribes have the ability to regulate persons exercising fishing rights of the Tribes, both on and off the Reservation; and, WHEREAS, The Tribal Council desires to adopt Ihe recommendations of the Warm Springs Natural Resources Department and Ihe Warm Springs Fish and WildLifc Com mittee to establish a fish sanctuary in Lake Billy Chinook and concurs that the of estab lishment of such sanctuary is a sound man agement objective based on Ihe biological circumstances of bull trout andotherspecies; now, therefore BE IT RESOLVED, By Ihe (20th) Tribal Council of Ihe Confederated Tribes of the Warm Springs Reservation of Oregon, Pur suant to Article V, Section I (h),(k), and (I), of Ihe Tribal Constitution that a regulation is hereby adopted as part of the 1997 Warm Springs Reservation fishing regulations as follows: Lake Billy Chipnpk Fish Sanctuary. Cannon Superintendent RESOLUTION NO.232$ WHEREAS, The Confederated Tribes of Break the procrastination habits with these tricks "Never put off until tomorrow what you can do today," Lord Chesterfield once advised. But plenty of workers are doing just that! Procrastination is the most frequent time waster at the office. Besides creating unnecessary delays, it gives rise to the last-minute syndrome that rush to complete tasks that should have been accomplished sooner. Procrastination: Cause and effect 1 ) You are nervous about dealing with strangers: Therefore, you put off calling people. 2) You are afraid that you won't succeed at a project: Therefore, you never start it. ' "" '' 1 3) You know that you will succeed, Members speak out on issues- "One improvement, separate exhibitor from speakers. Housing task force and commission on housing, it helps me to get better insight into comprehensive planning on the reservation. Five years ago, it "I believe that something like this is really good if our community members come out and know and find out what the tribe is trying to do. Because I believe that a lot of our people are not aware of alot of these f services such as public safety, government affairs, education, tribal courts. We only hear about them and if we have to use them we are at a loss where we should go and who we should see. I believe that this type of thing would be r 1 the Wurm Springs Reservation of Oregon reserved the right in the Treaty of 1 855 10 fish for ceremonial, subsistence, and commercial purposes in the waters of the Columbia River and at all other usual and accustomed places beyond Ihe boundaries of the Warm Springs Reservation; and, WHEREAS, The off-rescrvulion Ireuiy fishing right includes the right of ihe Confed erated Tribes of the Warm Springs Reserva tion of Oregon to regulate such fisheries lo preserve the resource and to further other important tribal interests; and, WHEREAS, The Slates of Oregon and Washington established a treaty Indian win ter commercial fishery in Zone 6 of Ihe Co lumbia River beginning February 3, 1997 und ending March 21, 1997; and, WHEREAS, The Tribal Council believes that terminating Ihe treaty winter commer cial fishery in Zone 6 for Warm Springs Tribal members on March 21, 1997 will pre vent Ihe commercial harvest of any spring chinook salmon; now, therefore BE IT RESOLVED, By the (twcnticih) Tribal Council of the Confederated Tribes of the Warm Springs Reservation of Oregon pursuant lo Article V Section I (e) of the Tribal Constitution and warm Springs Tribal Code Section 340.3 10 (2), that the following fishing periods are hereby adopted for the 1997 Treaty winter gillnct fishery on the Columbia River: Noon February 03 to Noon February 08; Noon February 10 to Noon February 15; Noon February 17 lo Noon February 22; Noon February 24 to 4 p.m. March 01; Noon March 03 to 4 p.m. March 08 Noon March 10 to 4 p.m. March 15; and Noon March 17 to 4 p.m. March 21. Tricks to break the procrastination habit: Set mini-deadlines. An inventory report is due next month. Break the project into smaller parts collecting the data, making the calculations, outlining the report. Set a mini-deadline each week. Don't look on the report as a big project that you haven't time for right now. wasn't important lo me need in community for housing, more domestic water...water system now on the Deschutes River, we're drinking everyone else's runoff and junk and water has too much fluoride. It has served good to serve as long-term planning down the road fifty years or more. I believe there are some things that need to be done right now for instance, the fire that we had, has left some trees partly burned along the road. I really believe that something like this tribal members can be put to work cutting those up for firewood or whatever can be done with those and if possible, planting even wildflowers or something that goes with the area. I think we have to be very careful with our water throughput the whole reservation. By that I mean, we have to protect the watersheds and so that means that those of us who have cattle and horses we need to see what damage they may be doing and trying to prevent some of those types of things. I think in economic development I'm sure there's a lot of ideas floating around as to what we can do to go to work or to do something. But at the same time it's going to improve our reservation as a whole. I guess I don't like to say create new jobs for people, I just like to say that I think people can have a job to go to but at the same time it's going to improve our reservation. Kathleen Heath "There's a lot of issues that need to be taken into consideration, like the police department, natural resources, with the fires, Simnasho fire, nobody has been doing the hazard work on the engine crews. Should be going around taking care of people. Nobody's doing it. I got six seasons of fire fighting. People almost burned up there in Dry Creek, 1 1 homes burned and nobody was caring for those people. There was no hand line done, no hazard work done. I think lhat should be considered. People are at danger and nobody cares. Cannon Superintendent RESOLUTION NO. 9JJJ WHEREAS, The rvailubilily of affordable and sale housing is an ongoing need and priority of the Confederated Tribes of Warm Springs; und, WHEREAS, A Warm Springs Tribal Hous ing Plan is needed by June 1997 t ensure tribal eligibility for HUD housing assistance; and, WHEREAS, requirements for ihe Tribal Housing Plan include five-year and one-year goals and objectives, based on an assessment of overall housing needs; now, therefore BE IT RESOLVED, By the Confederated Tribes of the Warm Springs Reservation of Oregon, pursuant to Article V, Section I (s) and (1) of the Constitution, that a Housing Plan Task Force is hereby appointed, which shull include the Housing Authority, Hous ing Department, Chief Operations Officer, Realty Branch, Planning Department, Health and Welfare Department and Senior Pro gram; and, BE IT FURTHER RESOLVED, That the attached outline for Ihe Warm Springs Hous ing Plan shall be followed and completed by the Housing Plan Task Force and that the 1997 Tribal Budget shall be amended to in clude up to $23,000 for carrying out the charge of completing the Warm Springs Tribal Housing Plan. If you have "no time" to read a technical article in a trade journal, for example, at least take the magazine out, open it and read the first paragraph. Doing so may prompt you to go ahead and read the whole thing. If you're putting off making necessary phone calls, pick up the receiver. This initial action will lead you into the task. We need to go back 50 or 75 years when there was a mention of having water coming from the Metolius River. It would be more suitable, the quality would be better, even though we would need a treatment plant. It would cost a lot of money. It goes to show us today that the growth in our community, and what we've done in the past, is surfacing today. Nothing has been done....we're still the same way we were 50 years ago, even though we have more buildings, more departments on the reservation. But as far as asking for quality of water, we can do better than what we have on the Deschutes. We need a backup water system and we need one that will go across the whole reservation, to fulfill all Continued on page 9 But today no one is safe. A fire could burn through here and burn everyone up. Fire management has to do their hazard work and their duties. We lost out on millions of board feel of lumber up on Mutton Mountain. Our future children don't have any timber up there. That Mutton Mountain area has probably burned three times now. There's a lot of issues here, like how much money have they saved the Tribe. I sec the planning here, and I was wondering if they were considering saving money for the Tribe, as well as planning to get the budget passed. They should at least think about the future too."
